Description

SUMMARY
Provides direct services to families enrolled in the Home Base Program.

Assist in achieving the agency's vision, “For Those We Serve,†by empowering individuals who thrive as healthy, self-sufficient and contributing members of our communities.

DUTIES AND RESPONSIBILITIES
Responsible for spending a minimum of 1 ½ hours per week/36 weeks per year with each individual family enrolled in the Home Base Program.

Responsible for carrying out day-to-day activities of the Home Base Program as outlined by Fresno EOC Head Start.

Works to maintain family and community engagement support for the Home Base Program.

Attends all staff in-services, trainings and meetings as required.

Makes family referrals to other agencies and facilitates the referral process.

Prepares required records accurately as deemed necessary for meeting program objectives, and submits them as required.

Must participate in monthly parent meetings and monthly socialization for families.

Facilitates each child's growth in the areas of social, emotional, physical and cognitive development, as well as cultural awareness by assessing each of these areas. Using this knowledge, each Home Base Educator will be responsible for:

A. Facilitating, planning and providing bi-monthly socialization experiences for the Head Start Home Base families with school readiness in mind.
B. Modeling appropriate adult-child interaction at all times using developmental appropriate activities.
C. Implementing curriculum as outlines by Fresno EOC Head Start Home Base Service Plan.
D. Completing of assessments on an on-going basis.
E. Be knowledgeable in the Head Start Early Learning Outcome Framework: Ages Birth to Five.
F. Preparing individualized plans for each child based on assessments and observations.
G. Conducting conferences with each parent three times during the year to discuss his/her child's growth and development.
H. Ensuring that the special needs of children with disabilities are being met appropriately. This includes active involvement in implementing goals outlined in the child's Individual Education Plan (IEP) or Individualized Family Service Plan (IFSP).
I. Be able to use basic technology such as: Pro-3 tablet, computer and calculator.
J. Will participate in teaching learning collaboration (TLC) Groups.

Creates a development plan with each family, taking into consideration their individual needs.

Works toward engagement of parents in the total development of their children.

Provides materials for parent education pertaining to early childhood development, health, nutrition, etc. as required by Head Start Performance Standards.

Perform basic medical screenings, as trained.

Offers assistance to parents on nutritional needs, as well as health education.

Provide assistance in scheduling medical and dental appointments and any follow-up or

 
Position Requirements

QUALIFICATIONS

EDUCATION:

AA/AS degree in Early Childhood Education or Child Development;

OR

AA/AS degree in Child and Family Studies

Twelve (12) college units in ECE or Child Development

BA/BS degree in Child Development, Social Services, Child & Family Studies, Liberal Studies, or related field. (Related Field is a program of study that includes six (6) or more courses in Early Childhood Education and/or Child Development) Preferred.

EXPERIENCE:

One (1) full year experience in a child development program. (With AA/AS in ECE/CD)

Two (2) years’ experience in a family service program or customer service. (With AA/AS in Child & Family Services)

Experience to include knowledge of:

Child development and early childhood education.

The principles of child health, safety and nutrition.

Adult learning principles, and family dynamics.

Connecting families to community resources preferred.

Assessing children using the DRDP preferred.

Must have highly developed ability to:

Communicate effectively and motivate people of various socio-economic backgrounds.

Link families with appropriate agencies and services.

Keep accurate records.

Travel from site to site and home to home within Fresno County.

Be respectful and culturally sensitive.

OTHER REQUIREMENTS:

Bilingual in English/Spanish or English/Hmong/Lao or others as required.

Must have valid, current California Driver’s License and automobile with minimum liability insurance by State Law. Proof of insurance will be required annually.

Must have personal cell phone for use in communicating with supervisor and in extreme emergencies with families.

Infant/Child CPR/First Aid certification with at least 15 hours of training on preventive health practices required within 6 months of employment.

Physical examination, TB screening clearance and signed federal criminal record declaration are required within 7 days after employment.

Fingerprint clearance under Title 22 regulations, and criminal record statement, background checks as needed, and reference checks are required prior to employment.

Former Head Start/Early Head Start parents preferred.

Employment in Head Start is contingent upon approval of the Policy Council.
