Position Description

Job Title: Human Resources Manager
Department: Finance/Human Resources
Supervisor: Chief Financial Officer
FLSA Status: Exempt

Summary
Plans and administers policies relating to all phases of human resources activity by performing the following duties personally or through subordinate staff.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
  • Oversees recruitment, interviewing, selection and on-boarding processes for vacant positions.
  • Plans and conducts new employee and benefit orientation processes. Maintains and revises staff orientation materials.
  • Assists managers in drafting positions descriptions. Maintains and revises position description library.
  • Keeps records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.
  • Coordinates ASDM's staff training program and management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.
  • Coordinates all engagement activities including staff activities committee, stay interviews, employee opinion/engagement and/or pulse surveys and exit interviews.
  • Advises management in appropriate resolution of employee relations issues.
  • Participates in Collective Bargaining Agreement negotiations.
  • Recommends new policies, approaches, and procedures. Develops and revises policies and procedures. Responds to inquiries regarding policies, procedures, and programs.
  • Administers performance review program to ensure effectiveness, compliance, and equity within organization.
  • Participates in wage/salary benefit surveys within labor market to determine competitive wage rate.
  • Administers salary administration program to ensure compliance and equity within organization.
  • Administers benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence, and employee assistance.
  • Coordinates the maintenance of ASDM directory and other organizational charts.
  • Coordinates workplace safety program/training/compliance and insures that supervisory investigation, insurance carrier, and Industrial Commission of Arizona reports are completed and filed on a timely basis.
  • Prepares budget of human resources operations.
  • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
  • Prepares reports and recommends procedures to reduce absenteeism and turnover.
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the Museum at personnel-related hearings.
  • Coordinates the RFP process and is the primary contact for all benefit brokers/administrators/TPAs including ASDM's welfare benefit plans, COBRA, HRA, and FSA.
  • Contracts with outside suppliers to provide temporary clerical labor services.

Supervisory Responsibilities
Manages one subordinate supervisor responsible for coordinating ASDM's Volunteer & Internship Programs and one administrative non-exempt support staff member. Is responsible for the overall direction, coordination, and evaluation of this department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Position Requirements

Qualifications

Education and/or Experience
Bachelor's degree from four-year college or university and a minimum of two-years management experience in corporate Human Resources, Labor Relations or other business related field or equivalent combination of education and experience.

Other Skills and/or Abilities
Demonstrated effectiveness in written and verbal communication. Knowledge of compensation strategy, performance management, employee relations, safety practices and talent acquisition, and ability to apply this information in a manner that is compliant with relevant employment law.

Certificates, Licenses, Registrations
PHR or SHRM-CP certification required.

Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills
To perform this job successfully, an individual should have knowledge of Microsoft Office and Human Resource Information Systems (HRIS).
