Position Summary:

The Quality Management (QM) Director is responsible for supporting and promoting Easterseals UCP's mission, vision and values and the Rights and Personal Outcomes of people served. This will enhance and improve Easterseals UCP's efficacy, efficiency and stakeholder satisfaction. The QM Director provides regular on-site and remote support for programs in Virginia (VA) and oversees all Quality Management and regulatory activities for that area.

Essential Job Functions:

  • Provides regular, on-site consultation to programs in Virginia; and provides training, guidance and support on assurances, compliance and improvement efforts.
  • Develops and maintains contacts with oversight and regulatory bodies in VA (i.e. MCOs, CSBs, DBHDS, DMAS) to communicate/mitigate/resolve quality, programmatic and regulatory issues.
  • Supports growth initiatives of the agency in VA including review of licensure and regulatory requirements of existing and new programs and development of policies and procedures to support operational functions of programs.
  • Maintains base of knowledge regarding regulations and changes in State policy; notification and assistance to VP and Directors to implement and operationalize changes.
  • Conducts investigations to resolve complaints/grievances filed by internal or external sources.
  • Serves as primary 'CHRIS' reviewer, ensuring incident reports filed in VA are true and accurate and that actions are reflective of agency practices. This also includes training and technical assistance to staff as needed to ensure appropriate reporting is done.
  • Provides support and participates in the VA Human Rights Committee process, as applicable.
  • Facilitates and participates in Internal Risk Assessment (IRA) meetings as needed.
  • Oversees, coordinates and participates in audit and recoupment activities including development and tracking implementation of plans of correction.
  • Participates in and helps facilitate quarterly Quality Management Committee meetings.
  • Provides guidance and support to local community Personal Outcome Measures resource team.
  • Other duties as may be assigned relevant to the Mission of the agency and purpose of the QM program.
  • Must be able to drive for work purposes. This position includes oversight of programs across VA; travel and overnight stays may be needed at times.
Position Requirements

Minimum Qualifications:

Persons in this position must at least have the following:

  • Bachelor’s or above in a human service field from an approved, accredited institution;
  • Five years’ experience in human service delivery or equivalent experience (regulatory affairs, quality management, etc.).
  • Regulatory expertise in MH and IDD in VA (CSB, DBHDS, DMAS or other VA oversight agency experience preferred).
  • Working knowledge of rules and regulations in MH and IDD in VA.
  • Current, unrestricted, state-appropriate driver’s license and current vehicle insurance.
