POSITION SUMMARY:

Candidate will assist in establishing, maintaining, and utilizing Deltek Cobra to track costs, resources, and program performance of a global DoD IT deployment program.

POSITION RESPONSIBILITIES:

  • Assisting in setup and maintenance of a large program consisting of multiple projects in Deltek Cobra, create and manage the Performance Measurement Baseline, process baseline change requests (BCRs), generate IPMRs (Formats 1 – 5 and 7), maintain baseline (CBB) log, calculate best case/most likely/worst case EACs, and produce various reports as requested by the client or Project Manager.
  • Work with the Program Master Scheduler to ensure accurate cost schedule integration.
  • Work with the Program Risk Manager to assist clients with identifying and analyzing risks.
  • Perform quality assurance of Deltek Cobra data.
  • Respond to data calls for cost reports and analytics.
  • Work with the project managers and schedulers to facilitate accurate and effective program control and reporting.
  • Support the overall financial management and oversight of the program by the PMO.
  • Support the managers and project team members in the planning, tracking, analysis, and reporting.
  • Aggregate, analyze, and report on monthly and quarterly summary report and cost/VAR review.
  • Analyze reports to identify, resolve, and communicate issues with managers.
  • Provide objective technical, schedule and cost performance analysis to program management.
 
Position Requirements

POSITION QUALIFICATIONS:

  • Experience integrating relevant financial data for analysis of program financial performance from the following artifacts: Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), Basis of Estimate (BOE), Responsibility Assignment Matrix (RAM), MS Project schedule, Planning, Budgeting, Cost Accounting and Financial systems.
  • Knowledge and experience developing and managing program budgets and spend plans.
  • Strong skills using MS Excel to collect, analyze, and report large amounts of cost data.
  • Strong skills in MS Word, Outlook, and PowerPoint.
  • Experience performing variance analysis, baseline reviews, break-even, and other ad hoc analysis.
  • 3-8 years program control & financial management experience for Government contracts/programs.
  • Bachelor's degree in Finance, Accounting, Business, Engineering, or Mathematics
