About the Organization KMHS is Kitsap's nonprofit, designated community mental health provider for adults with acute and/or chronic serious mental illnesses, and children with serious emotional disturbances and their families. During 2016, KMHS provided services to more than 6,800 children and adults.

Provide leadership and direction to the IS Department.  Research, plan, develop, imple-ment, and maintain all computer, telecommunications and agency-wide information systems in a manner which will ensure that the informational and data processing needs of the agency and the Peninsula RSN are met. The IS Director is the agency’s HIPAA Security Officer, responsible for the ongoing manage-ment of information security policies, procedures, and technical systems in order to maintain the confidentiality, integrity and availability of all organizational healthcare information systems.


  • Contribute to the overall efficiency and effectiveness of the agency, Peninsula RSN, and contracted agencies’ operations by ensuring that all information systems are responsive.  
  • Manage installation and trouble shooting of electronic health record, financial and human resource software, hardware, telecommunications, records storage and retrieval, purchase of all computer-related equipment, software and supplies, security of data and programs, disas-ter recovery plan, documentation and operational procedures.
  • Responsible for implementing, managing, and enforcing information security directives as mandated by HIPAA.  Ensure that the access control, disaster recovery, business continuity, incident response, and risk management needs of the organization are properly addressed.  Lead information security awareness and training initiatives to educate workforce about in-formation risks.
  • Ensure that the department is responsive to the agency's information systems needs by estab-lishing department procedures and standards, scheduling work, assigning tasks to department staff, evaluating job performance, supervising IS staff, and by providing IS staff with neces-sary training opportunities.
  • Maintain accurate statistical data to meet reporting requirements of the different funding sources and meet management needs.  Maintain and enhance the core data tracking system according to WAC and identified WA State requirements.  Monitor accuracy of PRSN core data to the state.
  • Analyze informational needs and design cost-effective, efficient systems to meet those needs; provide technical support in the purchase, installation, and use of computer hardware and software and telecommunications systems.
  • Maintain awareness of and advise agency regarding major payment initiatives, i.e. Meaning-ful Use, Medicare incentives/penalties.
  • Develop and maintain documentation and operational procedures for all agency computer hardware and software and telecommunications systems.
  • Participate in internal and external workgroups and committees to further KMHS IT capabili-ties.
  • Contribute to the cost effective administration of the department through budgetary planning and control.
  • Ensure that the agency is able to utilize current advances in computer technology by main-taining personal expertise and knowledge in the information systems field.  Research availa-ble tools and techniques in order to advise the agency and the RSN.
  • Ensure appropriate management of assigned KMHS and PRSN computer, telephone and tel-ecommunications systems.  Work with service representatives regarding system problems and resolution.  This includes but is not limited to system monitoring for efficiency, back up generation and rotation, program updates, archiving, etc.
  • Support and comply with the KMHS affirmative action program.
  • Recruit, hire, and develop qualified staff including ongoing coaching and conducting perfor-mance appraisals.

SUPERVISES:  Systems Analysts, Systems Administrator/Technician, Hard-ware/Telecommunications Technician, Help Desk Representative, Data Specialist, Business An-alyst, and System Integration Analyst.

Position Requirements

BA in Computer Science or related field preferred. Two years supervisory experience in an IS environment. Four years experience in systems design or programming.  Previous experience in a managed mental health care setting and with a full EHR system preferred. Knowledge of WA State DBHR requirements, CoCentrix (ProFiler), and Dy-namics GP preferred.  Knowledge of telephone systems desired.  Accounting background help-ful.  Effective oral and written communication skills.  Excellent documentation skills.

Knowledge of information systems analysis and design, current technology for hardware and software, telecommunications, computer programming, and networks.

At least two years experience in the following subjects is desirable:  electronic health records, electronic financial and human resources systems, data base management, SQL operating sys-tems, spreadsheets, Windows environments, and data communication tools.

Ability to prioritize projects and work independently.  Must possess a high degree of integrity and trust.  Ability to direct activities of the department, assign projects and review work of other department personnel.  Ability to interact with user departments, management and personnel.  Capable of working productively in a continually changing environment where outside influences frequently change project priorities.  Ability to tolerate high stress and pressure of varying requirements.   

Knowledge of HIPAA Security Rule and other government technology laws.  Ability to weigh business risks and enforce appropriate information security measures.  

Most duties are performed in an office environment utilizing a wide variety of computer related equipment and software products.  The incumbent may travel to the sites in the RSN in order to support the regional IS.

Primary internal contacts include all agency computer users, supervisors, and management.  Ex-ternal contacts are the PRSN office and staff/management at the other three agencies in the PRSN.  Other external contacts include computer/telephone vendors, consultants, service repre-sentatives, and other mental health or medical facilities across the USA.
