JOB SUMMARY
Provide environmental compliance services to the U.S. Marine Corps Base, Hawaii (MCBH) Environmental Department for the Underground Storage Tank (UST), Drinking Water, Wastewater and Storm Water programs.

JOB DUTIES AND RESPONSIBILITIES

PERFORM UNDERGROUND STORAGE TANK (UST) TASKS:
1. Perform monthly checks of leak detection equipment at least every 30 days for approximately eight (8) USTs and complete associated inspection forms. Coordinate corrective actions to ensure any identified deficiencies are resolved.
2. Coordinate annual UST testing and prepare the annual UST testing report (testing done by others) for regulatory submittal.
3. Review leak detection systems on all USTs including emergency generators.
4. Assist in reviewing scope and project report for the soil vapor monitoring project at former location of USTs 75-78 (Bldg. 1667). Ensure project funds are provided to the project execution agent prior to initiation of project.
5. Prepare documentation and regulatory submittals for removal and installation of USTs.
6. Coordinate and prepare responses to Hawaii Department of Health (DOH) inquiries regarding previously removed USTs.

PERFORM DRINKING WATER TASKS:
1. Produce and distribute Annual Drinking Water Quality Report residents and offices aboard MCBH.
2. Coordinate annual Underground Injection Control (UIC) testing and prepare the annual UIC testing for regulatory submittal.
3. Prepare the UIC permit renewal application for submittal.

PERFORM WASTEWATER TASKS:
1. Prepare regulatory submittals.
2. Gather and consolidate monitoring data and other information
3. In the event of a wastewater spill, obtain details of the spill for regulatory reporting by government personnel.
4. Analyze and review storm water monitoring event data, weather data, and other available resources and provide input for required reports.
5. Conduct commercial and industrial facility inspections to identify non-compliance situations.
6. Conduct follow-up or unplanned inspections of facilities in response to complaints or identification of non-compliance situations.
7. Track internal deficiencies and provide follow-up letters, notices, phone calls and other types of coordination.
8. Draft outreach and training materials as needed.
9. Review NEPA documents and provide comments for storm water requirements.
10. Identify data gaps between current MCBH storm water monitoring practices and full conformance with the MS4 permit and applicable regulations.
11. Review all available storm water data, inspection reports, base maps and activities, available technology and purchase mechanisms to produce a storm water pathway to compliance roadmap.
12. In the event of violations of storm water standards, gather information for regulatory reporting by government personnel.
13. Update the 2016 MCBH Storm Water Management Plan as necessary to maintain accuracy.
14. Conduct construction site inspections in accordance with NPDES permit HI S000007. Maintain the construction inspection database.
15. Develop and maintain an inventory of construction sites in accordance with the MS4 permit.
16. Review of Plans for Post-Construction Best Management Practices (BMP).
17. Develop and maintain a BMP, Operation and Maintenance, and Inspection Database in accordance with MS4 permit.
18. Review NPDES permit applications for all MCBH construction projects requiring permits and provide comments to the MCBH storm water program manager.
19. Monitor new requirements, assess impacts to government and identify program modifications that are required to comply with the new requirements.

 
Position Requirements

JOB REQUIREMENTS

  • Experience and/or education in Clean Water Act, Safe Drinking Water Act, and UST requirements.
  • UST Class A/B and Class C Operator Training Certificates. Certification may be obtained during but no later than the first month of the task order.
