Pay Rate $80,000-$90,000/yr.  
Description

SUMMARY

The City of South Bend’s Department of Venues Parks & Arts including four divisions: Experience, Facilities & Grounds, Recreation, and Venues. Reporting to the Executive Director, the Deputy Director will be responsible for overseeing cross-divisional initiatives, serve as the primary resource for development efforts, and assist in the monitoring and analysis of Departmental community engagement.

SUPERVISION EXERCISED

Direct oversight of Development Director, Volunteer Coordinator, and Partnership Manager. Indirect oversight of all divisions and administrative units.


ESSENTIAL DUTIES AND RESPONSIBILITIES

This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.

  • Fosters a culture of philanthropy within the organization. Assures that the organization’s corporate culture, systems and procedures support fund development and vice versa. Leads staff and volunteers to institutionalize philanthropy and fund development within the organization.
  • Plans, coordinates and assures implementation of strategies to develop donors and contributions to support the organization. Assures development and maintenance of appropriate systems to fund development including but not limited to volunteer and donor management, research and cultivation, gift processing and recognition. Maintains accountability and compliance standards for donors and funding sources.
  • Leads the Venues Parks & Arts Foundation, a 510(c)(3) designed to raise support for the department.
  • Lead the team that monitors venues, parks, programs, and services; evaluates the efficiency and effectiveness of the service delivery methods and processes to ensure a sustainable department that meets the needs of the community; identifies opportunities for improvement based on best business and industry practices, and directs the implementation of changes.
  • Responsible for engaging with internal and external constituents on fostering a culture of communication and engagement.
  • Works with the Experience Division to ensure effective story-telling and mission-driven communications.
  • Assists in establishing, implementing and enforcing departmental policies, rules, regulations, procedures, and guidelines.
  • Advises the Executive Director and provides recommendations on operational issues, personnel matters, and capital projects.
  • Confers with division managers and senior management staff to guide department operations, programs, and services in accordance with mission.
  • Develops standards and performance measurements; provides direction, advice and managerial/professional expertise.
  • Engage with staff on immediate and long-range planning efforts to meet community needs for open space, recreation programs, facility development, and personnel; conducts community-wide surveys, studies, research, and technical investigations for planning purposes.
  • Responds to internal and external customer questions and complaints related to department operations; researches problems and initiates problem resolution.
  • Assists with internal systems, including buildings and facilities, information systems, communications systems, and financial systems.
  • Ensures department compliance with applicable codes, laws, rules, regulations, standards, policies and procedures; initiates actions necessary to correct deviations or violations.
  • Maintains comprehensive, current knowledge and awareness of applicable laws and regulations; maintains awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Provides general oversight of department in absence or support of Executive Director.

Position Requirements

EDUCATION AND/OR EXPERIENCE

  • Advanced degree/certificate or equivalent experience in non-profit management, fundraising, and/or donor relations.
  • Minimum of 10 years of experience in increasingly responsible management positions.
  • Familiarity with any or all of the following industries is a plus: Parks and Recreation Departments, Entertainment, Events, and Government.

KNOWLEDGE, SKILLS AND ABILITIES PREFERRED

  • Ability to utilize a wide variety of reference, descriptive, advisory, consulting and design data and information; ability to coordinate and manage data, and use data to make managerial and professional decisions.
  • Ability to organize and direct work of self and others, and to apply principles of persuasion and influence over others in a leadership capacity.
  • Ability to provide guidance, assistance and interpretation regarding the application of procedures and standards to specific situations.
  • Ability to communicate effectively on an individual or group basis and in public meetings; includes ability to speak and write clearly.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Driver’s License required.

WORK ENVIRONMENT

Work is performed in an office setting, with moderate inside temperatures. The noise level in the work environment is usually quiet to moderate in the office. The entire office is smoke free.
