Position Requirements

Minimum Qualifications:

Bachelor’s degree in Criminal Justice, Public Administration or related field; supplemented by five years of experience in law enforcement to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain Basic Law Enforcement certification. May be required to obtain and maintain additional certifications depending on area of assignment. Must possess and maintain a valid Georgia driver’s license.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

NECESSARY SPECIAL REQUIREMENTS:

A thorough background investigation will be conducted by the City of South Fulton Police Department on all applicants who pass the initial phase of the application process. The background investigation includes, but is not limited to the following: polygraph examination, fingerprinting, criminal/driver’s history, and employment history. Upon an offer of employment, a psychological interview and a medical examination will be required.

All applicants must successfully pass the minimum Physical Fitness/Agility standards and testing for running, sit-ups, and push-ups administered by the City of South Fulton Police Department. Must possess a valid Georgia Driver's License at the time of appointment and be at least twenty (20) years of age. All applicants must conform to the following qualifications as required by the Georgia Peace Officer Standards and Training Act: Be a citizen of the United States; Have a high school diploma or its recognized equivalent (G.E.D.); Not have been convicted by any state or the federal government of any crime, the punishment for which could have been imprisonment in a federal or state prison or institution; nor have been convicted of sufficient misdemeanors to establish a pattern of disregard for the law, provided that, for the purposes of this paragraph, violations of traffic laws and other offenses involving the operation of a motor vehicle when the applicant has received a pardon shall not be considered; Be fingerprinted and a search made of local, state, and national fingerprint files to disclose any criminal record; Be of good moral character as determined by established standards and procedures; Have an oral interview with the hiring authority or designated representative(s) to determine applicant's appearance, background, and ability to communicate; Be found, after examination by a licensed physician to be free from any physical, emotional, or mental conditions which might adversely affect exercising the powers or duties of a peace officer; and Successfully complete a job related academy entrance examination provided for and administered by the council in conformity with state and federal law. Such examination shall be administered prior to entrance to the basic course. The law enforcement council may change or modify such examination and shall establish the criteria for determining satisfactory performance on such examination. Peace officers who do not perform satisfactorily on the examination shall be ineligible to retake such examination for a period of six (6) months after an unsuccessful attempt. The provisions of this paragraph establish only the minimum requirements of academy entrance examinations for peace officer candidates in this state; each law enforcement unit is encouraged to provide such additional requirements and any pre-employment examination as it deems necessary and appropriate.

Description

Purpose of Classification:

The purpose of this classification is to supervise an assigned shift of officers and detectives, protect life and property, deter criminal activity within the community, perform investigations and to enforce all local, state and federal statues, ordinances, laws and regulations.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives: ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Enforces all local and state codes, ordinances, laws and regulations to protect life and property and to prevent crime and promote security.

Reviews/corrects reports and documentation completed by assigned staff: ensures completion of all necessary reports; approves content of accident/incident reports; reviews/approves time sheets.

Performs other department administrative functions: implements and updates policies and procedures; responds to division correspondence; disseminates information regarding new laws and legislation.

May perform command functions at major accidents, emergencies, and disasters: assesses and contains scene; assigns personnel; delegates responsibilities; coordinates with other divisions or agencies.

Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals: performs driving functions in a safe and efficient manner under various conditions, including day/night hours, in congested traffic, in adverse weather conditions, and in emergency situations involving speeds more than posted limits.

Maintains records, logs, and files of work activities: maintains current manuals, policies/procedures, bulletins, map books, and other materials for reference and/or review.

Responds to complaints and questions related to law enforcement issues and activities: mediates disputes; provides information, researches problems, and initiates problem resolution.

Creates/maintains positive public relations with the general public: provides education and information to the public on laws, law enforcement, crime prevention, drug abuse, and related issues.

Conducts and attends meetings, training sessions and seminars as required to remain knowledgeable of departmental operations, to promote improved job performance, and to stay current with changing policies, procedures, codes, and criminal/civil case law: reads professional literature.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including timesheets, department rules and regulations, general orders, financial documentation, investigative files, incident reports and performance appraisals; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including department policies, general orders, investigative files, incident reports, performance appraisals, and financial documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates or uses various equipment, and supplies in order to complete work assignments: operates and maintains a motor vehicle, a firearm, handcuffs and other law enforcement equipment; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Communicates with City officials, supervisor, other employees, clients, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Depending on area of assignment, employees in this classification may also perform the following duties:

Assists with coordinating officers on an assigned shift: monitors radio transmissions to ensure all calls are answered; responds to calls of serious nature and to scene of subordinates' calls to answer questions, authorize actions, take control of situation, monitor officers' performance, etc.

Assists with coordinating training for department: schedules and conducts training on proper procedures and protocols of the department, as well as police methods; manages the Explorer Program; coordinates training for Camp 911; assists with Citizen’s Academy, including enrollment and training.

Assists with ensuring readiness for critical incidents and investigations: develops and implements strategies to combat crime trends; manages SWAT team, narcotics investigations, vice functions and other critical incidents including determining tactics, evaluating and inspecting equipment, attending and guiding training, coordinating with other departments and local businesses, managing fleet, etc.

Assists with coordinating administrative services: researches programs and projects necessary to sustain service levels; manages procurement of equipment, vehicles and services; develops Business Plan and incorporate key indicators to track performance and monitor program successes and shortfalls; provides oversight and supervision for the Reserve Officer Program; manages and tracks all agency assets, including fleet operations; acts as the Vendor Compliance Officer; writes grant applications and ensures compliance with grant guidelines; oversees information technology projects and service contracts.

Assists with coordinating internal investigations and recruitment: reviews complaints and recommends disciplinary actions; reviews all recruitment files and makes recommendations.

Additional Functions:

May manage initiatives and special projects commissioned by the Chief and Assistant Chief of Police.

Performs other related duties as required.
