Position Requirements

Minimum Qualifications:

Bachelor’s Degree in Civil Engineering or a related field required; supplemented by seven (7) years of progressively responsible experience in Facilities and Transportation Administration to include departmental leadership experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.; license issued by the state of Georgia as a Professional Engineer (P.E.) is preferred.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Description

Purpose of Classification:

The purpose of this classification is to perform duties related to developing and implementing strategic goals and objectives involved in overseeing the functions and operations of the General Services and Public Works divisions, including managing assigned staff; directing activities related to grounds and building maintenance; building engineering; land acquisition; capital construction development; design, construction, and renovation of City governmental facilities; sanitation operations; supply, maintenance, and transportation services; fleet maintenance; developing short- and long-range public works programs.

Incumbent provides direction and leadership toward the implementation of established goals and objectives and establishes the department's mission and vision in alignment with target goals and focus areas identified by the City Manager, Mayor and Council.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Directs the functions and overall operations of the Public Works and General Services Divisions, including public works programs; sanitation; grounds and building maintenance; building engineering; land acquisition; capital construction development; design, construction, and renovation of City governmental facilities; supply, maintenance, and transportation services; fleet maintenance.

Manages assigned staff, including establishing workloads; prioritizing work assignments; evaluating employee performance; developing, interpreting, and enforcing policies and procedures; resolving staff issues; making hiring or termination decisions/recommendations; and administering disciplinary action as required.

Prepares short- and long-range plans for assigned department, including plans related to capital improvements and maintenance.

Collaborates with the City Manager, Mayor and Council to develop short- and long-range public works programs; Administers various departmental programs, including Sanitation, Water and Pollution Control, Solid Waste, Engineering, Transportation, and Construction.

Attends various meetings to address concerns regarding capital construction projects; directs efforts in responding to emergency situations, such as ice storms, power outages, and bomb threats.

Directs and administers preparation of the departmental budget, including monitoring expenditures, preparing budgetary forecasts, and administering approved budget.

Administers the overall design and development of plans, specifications, and programs for the cost-effective and energy- efficient construction and renovation of City facilities.

Oversees the negotiation of contracts with vendors for equipment, parts, and services.

Directs the development of programs related to automotive equipment, including preventative equipment maintenance and fleet management.

Ensures that City owned fixed assets are adequately protected and inventoried; Oversees all City transportation services and fleet operations.

Directs the acquisition of all City real estate, including condemnations, levies, and title searches for acquisitions and administers lease negotiations for satellite offices to meet City space needs.

Administers program and construction management activities related to the City's Capital Improvement Program (CIP).

Additional Functions: Performs other related duties as required.
