Purpose of Division

The Field Operations Division of NeighborWorks America is responsible for delivering services, grants, and technical assistance to approximately 250 NeighborWorks organizations with the overall objective of sustaining a network of excellence that creates opportunities for people to live in affordable homes, improve their lives and strengthen their communities. The Field Operations Division is overseen by the Senior Vice President (SVP) of Field Operations, who is responsible for establishing the priorities and procedures for service delivery, grant programs and the identification of new affiliates. The primary relationship with NeighborWorks organizations is provided through staff in four regions across the country.

Position Summary

The Regional Vice President provides senior level management and leadership for the Region and has broad responsibility for: developing and maintaining strong working relationships between NeighborWorks and the network organizations in the region; management and administration of the region’s personnel and resources, including grants and professional services; communication of corporate programs, policy, and procedure internally and to NWOs; effective external communication about NeighborWorks and the NWOs with key stakeholders and partners in the region. This position will facilitate effective regional support of the affiliation of new NWOs and disaffiliation of current NWOs, and evaluate regional field operations.

Location

Denver, CO (regional office base) or full-time remote within the continental states of the Western Region: Washington, Oregon, California, Montana, Wyoming, Nevada, Utah, Colorado, Arizona, New Mexico, Texas

Essential Responsibilities:

  • Establish Regional goals and priorities within a national framework, and lead the effort to develop and implement plans to achieve them
  • Work cross-divisionally to maintain the region’s current understanding of each NWO develop plans to help organizations take advantage of opportunities, mitigate risk and address issues raised through organizational assessment and other interactions with the NWO.
  • Oversee the Region’s involvement within the Corporation’s grant opportunities, including providing regional perspective and recommendations
  • Provide overall leadership and management of regional staff to ensure that work plans are strategic and current, regular check-ins occur to monitor progress on plans, processes are in place for regular and timely feedback on performance through formal and informal mechanisms and that staff development plan are created, monitored and acted upon.
  • Oversee the region’s role in the organizational assessment process for network organizations and participation in quarterly Organizational Health Tracking System (OHTS) meetings.
  • Communicate and promote the work of NeighborWorks and its NWOs to private and philanthropic organizations, government agencies and to strategic partners
  • Serve as NeighborWorks’ lead representative and spokesperson within the Region, including hosting, moderating, and facilitating meetings or events that promote improvement for NWOs and the affordable housing sector
  • Assess and recommend the affiliation and chartering of new housing and community development corporations as new member of the NeighborWorks Network
  • Manage the development of action plans with vulnerable NWOs and work with national colleagues towards their return to improved health or their disaffiliation if efforts are unsuccessful
  • Work in partnership with the Senior Vice President of Field Operations to advance divisional goals and priorities, to ensure clear communication to and from the region and to foster strong cross-divisional partnership to advance the mission of NeighborWorks America
  • Participate in strategic corporate management committees and workgroups , including design/implementation of national initiatives and strategic national partnership development
  • Provide oversight and management of regional management, administrative and programmatic functions including budgeting, allocation of resources, provision of technical assistance to NWOs, etc.
  • In coordination with Field Division and NeighborWorks America leadership, lead and support the race, equity, diversity and inclusion work within the region
  • At the request of NeighborWorks national leadership, provide regional or national leadership in the planning and/or implementation of special initiatives
  • Other job related duties as assigned.

Nature of Work Contacts:
NeighborWorks America employees including officers, divisional staff, regional leaders and operations managers, NeighborWorks network staff, outside contractors, external partners, employment candidates; partner organizations, representatives from Federal, State and local government agencies, local NeighborWorks representatives, legislative and/or public policy staff and leadership of peer organizations, and other key stakeholders as required.

Fiscal Responsibilities:
Oversees the fiscal activities of the region including budgeting, reporting and audit.

 
Position Requirements

Required Minimum Qualifications:
(a) Education: Bachelor’s degree in Public Policy, Economics, Political Science or related field. Applicable experience may be considered in place of education. Advanced degree in public policy, law or economics and/or practitioner experience within affordable housing/community development industry is preferred.

(b) Experience: A minimum of 12 years of diverse public, private, and/or philanthropic sector management, including:

  • 6 years supervising, developing, and managing staff, mid-level managers, and subject-matter experts; experience managing remote staff is preferred;
  • Extensive experience in housing, community development, and/or non-profit management
  • Experience with program development; program evaluation, and contract and budgetary management;
  • Possess broad understanding of resource development, resource allocation, with grant-making responsibility preferred
  • Provision of technical assistance
  • Experience supporting race, equity, diversity and inclusion work in an organizational setting
  • Demonstrated experience in building and managing relations with strategic regional partners
  • Working knowledge of the ways, means, and sources through which public sector private sector, and/or philanthropic financing can be utilized for maximum positive impact on communities

  • Advanced degree in public policy, law or economics preferred and/or practitioner experience within affordable housing/community development industry

(a) Travel: Ability to travel, primarily within the Region, approximately 50%.
