I. INTRODUCTION
This position serves as an Environmental Engineer supporting the Naval Air Warfare Center Aircraft Division (NAWCAD) located on Joint Base McGuire-Dix-Lakehurst, New Jersey in the research, testing and evaluation mission of the Navy's Support and Aircraft Launch and Recovery Equipment under Navy Air Systems Command (NAVAIR).
The incumbent executes a high degree of responsibility in ensuring continuous NAVAIR /NAWCAD environmental compliance.
II. DUTIES
This position requires physical activity that involves kneeling, bending, stooping, climbing, and standing on hard surfaces for long periods of time. Periodic use of hand-trucks and other types of material handling equipment to move, load, and unload large drums and various size containers from trucks and containment areas. Frequent lifting, moving, carrying, and loading of items and equipment that weigh in excess of 23 kilograms (50 pounds) with the help of weight handling equipment and/or with the assistance of other workers. The work may be dirty and greasy. Workers are exposed to chemical vapors, skin irritants, the possibility of cuts, bruises, abrasions, and falls during operations and must follow specific safety procedures and use the appropriate safety equipment including respirators, face shields, safety glasses, protective clothing, gloves, boots, etc. This position is considered emergency essential and must be willing to work and be contacted outside of normal working hours for emergency issues. This position is required to have a valid commercial driver's license and a valid OSHA forklift certification.
As an Environmental Engineer, the incumbent performs the following duties:
A. Hazardous Materials Handler 30%
Applies knowledge of Federal and State regulatory requirements to ensure compliance - Storage and handling of flammable liquids, Storage of compressed gases, Communicating chemical hazards to employees under the Laboratory Standard, the Hazard Communication Standard, OSHA requirements, and hazardous material requirements as required by the Department of Transportation.
Reviews Hazardous Material (HM) requisitions or purchase orders, including blanket purchase agreements, open purchase, and credit card purchases of HM and ensures material ordered is permitted under the activity's Authorized Use List (AUL). Reviews specifications to determine whether less hazardous or non-hazardous materials may be substituted for those currently used. Identifies any proposed purchase of substances that are known or suspected carcinogens and ozone-depleting substances.
Follows detailed procedures and instructions to perform HM warehouse work which involves receiving, transporting, storing and issuing bulk supplies, material, equipment, and commodities. The work is usually repetitive and involves unloading, stacking, binning, rotating, and marking stock in accordance with standardized operating procedures. Independently loads and unloads materials, checks process documents, and routes materials and equipment to correct locations or storage areas.
Skilled in the use of computers to access installation databases, such as the Installation's Enterprise Environmental Safety and Occupational Health - Management Information System (EESOH-MIS) for information on HM inventories, Safety Data Sheets (SDS), and Hazardous Waste (HW) shipments. Assists in maintaining current inventories of HM on the established AUL and verifying the list annually.
Checks documents to verify incoming shipments and identify any discrepancies. May use automated material identification equipment such as bar codes to verify items.
Maintains copies of all product SDS on file. Ensures each initial delivery of a HM product to a workarea is accompanied by the applicable SDS.
Certified in OSHA 40-hour Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) program to protect workers at hazardous sites. Mandatory annual refresher required.
Possesses sufficient knowledge of hazardous materials to work as part of a HM response team involved in the emergency and non-emergency containments and clean-up of hazardous spills.
Reports any environmental emergencies by calling 9-1-1 and notifying supervisory chain immediately.
Attends installation environmental working group meetings as applicable to the Naval Air Warfare Center Aircraft Division (NAWCAD) mission.
Assists in evaluating new missions or process changes that may affect the HM / HW requirements of the Naval Air Warfare Center Aircraft Division (NAWCAD).
Attends annual refresher training as determined by the installation environmental function.
Assists with installation Pollution Prevention (P2) and Qualified Recycling Programs.
Operates equipment such as pallet jacks, forklifts, and motor vehicles used to load, transport, and store HM and HW.
B. Hazardous Waste Disposer 30%
Receives oral and written instructions from supervisor and is required to comply with all regulatory and safety requirements relating to HM processing.
Responsible for visually examining storage containers for proper labeling and for gross defects such as cracks, dents and/or rust.
Utilizes detailed knowledge of safe handling methods and procedures required to collect, package, and temporarily store HW. Must have thorough knowledge of identification, and labeling procedures for HW.
Assists in the containment, treatment, and clean-up operations resulting from hazardous spills and participates in the removal and clean-up of hazardous items such as PCBs from electrical transformers.
C. Advisor to Naval Air Warfare Center Aircraft Division (NAWCAD) leadership and work area supervisors on Hazardous Communication (HAZCOM) and installation environmental policies 30% Visually examines HW containers at generation sites for leakage and other indications of deterioration.
Performs safety and operational checks on inventories of HM and HW handling equipment such as pumps.
Checks HM containment facilities to insure proper containment and physical separation of incompatible wastes.
Ensures all items transported and/or stored have proper HW identification labels. Verify that all identification labels include mandated information, such as waste information, dates, categories, and type of waste.
Makes initial identifications and assessments of routine HW to determine their nature (e.g., flammability, toxicity), and containment characteristics (e.g., repercussions of long term storage).
D. Other Duties as Assigned 10%
Perform other related duties as assigned to support the NAVAIR Lakehurst HAZMAT Team, the NAVAIR Lakehurst Integrated Support Team (IST), the NAVAIR/NAWCAD Command Environmental Program Manager, and the installation environmental function, Joint Base leadership, and Commander, NAWCAD in achieving the NAWCAD mission and program objectives.

Factor I - Knowledge Required by the Position
Expert knowledge of Federal and State HM and HW regulatory requirements.
Knowledge of HM management, supporting documentation and reference material to perform
material storage management responsibility for research and development workareas, industrial areas and test sites.
Knowledge to conduct extensive research on product and product substitutions for program requirements.
Factor 2 - Controls Over the Position
Supervisor makes assignments by defining objectives, priorities, and deadlines.
Supervisor is available to assist the incumbent with unusual situations. Work
assignments are performed with considerable independence. Incumbent plans and
carries out the successive steps and handles problems and deviations in work
assignments in accordance with instructions, policies, prior training etc. Completed work
is evaluated for technical soundness, appropriateness, conformity to policy, and
requirements. Methods used in arriving at the end result are not normally reviewed.
Factor 3 - Guidelines
Incumbent exercises judgment in selecting, interpreting, modifying and adapting
guidelines such as policies, and regulations to deal with specific cases or problems.
Factor 4 - Complexity
Assignments cover one or more aspects of HM and HW management work ofunusually complicated or difficult technical duties and requires seasoned practical knowledge of HM and HW programs and procedures.
Assignments are usually completed without direct oversight and at times require directing a team to accomplish the effort. Work requires consideration of the immediate and long range effect of environmental requirements on the programs they support taking into consideration a wide range of issues which affect them such as changing technology, growth and future configurations.
Factor 5 - Scope and Effect
Work involves independently dealing with a wide variety of HM and HW situations
that are associated with complex research and development programs. Problems encountered
can require extensive research to resolve issues. Decisions have major impact on
services provided, or could adversely impact the NAWCAD mission.

Contacts are with a variety of operating officials or with representatives of other government agencies (i.e. contractors, manufacturers, and HW generators, etc.).

Work is done inside or outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Long periods of standing and outside exposure to hot and cold or rainy weather is expected. Workers are regularly exposed to the possibility of cuts, scrapers, bruises, abrasions, falls, and injury from falling stock or mechanized work areas. When working in hazardous materials areas, workers may be subject to exposure from toxins, explosive hazards, or chemical fumes. Mandatory wearing of protective clothing such as steel toed shoes, rubber gloves, masks, and rubber aprons and observance of safety precautions is required. TDY is rare.
