Amyx is seeking an experienced Resource Management Lead for a position located in the Reston, VA area to support the Joint Improvised-Threat Defeat Organization (JIDO). The Resource Management Lead manages a financial management team providing resource management advice and assistance to JIDO Financial Operations. JIDO Financial Operations is responsible for the financial management of the JIDO fiscal portfolio that includes multiple funding sources including Joint Improvised Explosive Device Defeat Fund (JIEDDF), Joint Improvised-Threat Defeat Fund (JIDF) and Defense-Wide Operations and Maintenance (DW, O&M). The Resource Management Lead will manage a team of financial analysts assisting JIDO Financial Operations in performing the full spectrum of Planning, Programming, Budgeting and Execution (PPBE) processes following the guidelines within the Department of Defense Financial Management Regulation (DoD FMR) 7000.14-R.

The Resource Management Lead shall be a single point of contact in assisting the JIDO in performing resource management support to include financial management, Planning, Programming, Budget and Execution (PPBE) support, Financial Improvement and Audit Readiness (FIAR) program support, budget operations and funds execution support by following the guidelines within the DoD Comptroller Manuals and utilizing financial systems of record: Defense Agencies Initiative (DAI) and General Fund Enterprise Business System (GFEBS).

Responsibilities and Daily Tasks:

The Resource Management Lead will be responsible for managing all contract staff activities related to the task, including:

  • Directing the daily activities of a 10 person team of financial management professionals, supporting DoD Financial Management functions
  • Planning and programming of future requirements and preparation of Program Objective Memorandum (POM), Budget Estimate Submission (BES), President’s Budget (PB) and other products supporting requests and justification for JIDO funding.
  • Budget execution analysis and reporting.
  • Assisting JIDO Financial Operations in performing resource management functions to include: financial management and analysis, budget operations and funding execution.
Position Requirements
  • Possess a current TS/SCI clearance
  • 15+ years of experience in DoD Financial Management and Planning, Programming, Budget Execution (PPBE).
  • A Bachelor’s degree from an accredited college or university in a Resource Management or Financial Management related field.
  • Experience and ability to effectively direct and manage staff involved in multiple, complex and interrelated financial management project tasks.
  • Five years of experience managing or leading a Department of Defense (DOD) Resource or Finance Management team.

Desired Skills and Qualifications:

  • Three years of experience in resource management working with multiple DOD appropriations Defense-wide Operations and Maintenance (O&M), Procurement, Research, Development, Test and Evaluation (RDT&E), Overseas Contingency Operations (OCO) and other special appropriations.
  • Three years of experience forecasting future financial requirements and preparing associated documents (i.e. Program Objective Memorandum (POM), Presidents Budget, and Budget Estimate Submission (BES)) and managing budgets, estimating cost, and validating actual execution.
  • Three years of experience providing Planning, Programming, Budget Execution (PPBE) and Financial Improvement and Audit Readiness (FIAR) program support.
  • Three years of experience providing lifecycle resource management support in accordance with the Department of Defense Financial Management Regulation (DoDFMR) DoD 7000.14-R.
  • Excellent written and oral communication skills and experience developing and presenting complex information to senior Government officials using Microsoft Office Suite applications.
