Job Summary:
The Engineer Technician IV or Area Facility Operations Specialist (AFOS) will be assigned responsibility over several sites. These AFOSs will report facility issues/concerns/deficiencies, and repair requirements, including pictures in the DPW Portal to the AFOS located in the Regional Center Headquarters buildings. The Engineer Technician will be responsible for providing Facility Assessment Engineering Services support. They will perform engineering evaluations and technical project support required to assist the 99th Division Readiness Department of Public Works in sustainment, restoration and moderation of facilities varying in age from newly commissioned to over 90 years old. The Engineer Technician shall assist in the following areas: Installation Status Reporting, maintenance and repair project design, data entry into Army databases of record, documenting facility condition and utilization, and providing technical evaluations of current facilities.

Primary Duties:

  • Data Entry/Knowledge Management Updates to Army Databases of Record and programmatic support. Collect, review, and enter into databases Army mandated facility and units database information. Review existing data for technical and functional adequacy. Provide technical support for 99th DIV(R) programs include: adherence to the Integrated Pest Management Program, visual examination of petroleum storage tanks; collecting storm water; flushing drinking water systems; identifying the need to perform pump out actions of Oil/Water Separators. Requires full time support and is a primary responsibility.
  • Facility Assessment, Infrastructure. Contractor will complete Installation Status Reporting (ISR) evaluations for the 99th DIV(R) to review. The contractor AFOS shall evaluate the physical and functional condition of building systems (HVAC, plumbing, electrical, structures, site utilities, finishes, etc.). All building systems are expected to operate within the parameters within which they were originally designed. All identified deficiencies shall be reported to the RFOS and shall be accompanied with a recommendation for repair. The AFOS shall also brief the center POC at the conclusion of the inspection and follow-up the conservation with a written report. Report shall include deficiencies, findings, and proposed resolutions. The AFOS shall keep a running spreadsheet of each center in the 99th DIV(R)’s SharePoint system and, at a minimum, update status of issues monthly. These inspections shall be conducted annually or when significant building/structural alterations occur.
  • Quality Assurance/Inspection Services. Contractor to perform quality assurance of the preventative maintenance, corrective maintenance, BOSS, IDIQ items, etc.; and quality assurance of the SRM (sustainment, restoration, modernization) program. As needed, assume 12 trips/center/year.
  • Life Safety Inspections. Contractor to inspect fire extinguishers, smoke detectors, heat detectors, strobes, horns, pull stations, mass notification system, emergency lights, exit lights, sprinkler system, door exit devices, door hold open-close devices, etc. Contractor shall conduct a minimum of one (1) trip per center per year.
  • Real Property, Utilization. Contractor will document all real property assets at each facility. Contractor shall prepare Utilization of Real Property report in accordance with the provisions of AR405-70, Utilization of Real Property. Contractor will verify and document facility assets. Contractor will be provided with facility assets listing to verify information. Contractor shall conduct a minimum of one (1) trip per center per year.
  • Task - Energy and Energy Conservation Programs support. The contractor AFOS shall assist in the collection of all meter readings and review consumption data by facility. Conducted monthly, 12 trips/center/year.
  • Facility Assessment, Utilization. Contractor will document all real property assets at each facility. Contractor will document facility utilization to include which units are present in facility, and the space used by the units. Contractor shall conduct a minimum of two (2) trips Semi-annually per center per year.
  • Site Assistance Visits. AFOS will assess facility for any changes in condition, and monitor the physical and functional condition of building systems including customer deficiency request. The AFOS will communicate the need for refuse removal, snow and ice removal, custodial, grounds maintenance (grass cutting), pest control, fire safety, and physical security items to the RFOS for appropriate action to procure any needed recurring service. Prepare repair plan for issues discovered or reported to the AFOS Develop initial project parameters to include measurements, photos, existing specifications and other necessary information for engineering cell to develop design and propose course of actions for repair. Conducted monthly or as needed, 24 trips/center/year.
 
Position Requirements

Requirements/Qualifications:

  • Each Engineer Technician IV contractor must possess a minimum of a bachelor’s degree from accredited college/university and 6-8 years minimum demonstrated specialized experience in program area or closely related technical field, including but not limited to Civil, Environmental, Chemical, Mechanical, Electrical, Structural, Geotechnical, or Architectural Engineering, Geology, Hydrogeology, Chemistry, Archaeology, Ecology, Biology, Toxicology, Forestry, Computer Science. Demonstrated experience in project management, sustainment, planning, training, environmental or compliance studies, liaison support, communications, data analysis, administration, operations, databases, hazardous material/waste management systems and applications, and/or other specific requirements. Work assignments are varied and require originality and ingenuity.
  • Associate degree, military training, and demonstrated specialized experience in project area and 10 years or more of relevant experience.
  • Each Engineer Technician IV contractor must be proficient in Microsoft Office 2010 and SharePoint 2010 products and have the ability to use web-enabled programs and use the internet for informational research. The Engineer Technician IV contractors shall be able to draft clear and comprehensible memos about facilities maintenance and repair related issues, as well as about recommendations for maintenance and repair changes, upgrades and improvements, use email, as well as develop and use spreadsheets.
