Description

SUMMARY:

Candidate will establish, maintain, and utilize Deltek Cobra to track costs, resources, and program performance of a global DoD IT deployment program. The position duties includes: setup and maintenance of a large program consisting of multiple projects in Deltek Cobra, creating and managing the Performance Measurement Baseline, processing baseline change requests (BCRs), generating IPMRs (Formats 1 – 5 and 7), maintaining baseline (CBB) log, calculating best case/most likely/worst case EACs, and producing various reports as requested by the client or Project Manager.

RESPONSIBILITIES:

  • Work with the Program Master Scheduler to ensure accurate cost schedule integration
  • Work with the Program Risk Manager to assist clients with identifying and analyzing risks
  • Perform quality assurance of Deltek Cobra data
  • Respond to data calls for cost reports and analytics
  • Work with the project managers and schedulers to facilitate accurate and effective program control and reporting
  • Support the overall financial management and oversight of the program by the PMO
  • Support the managers and project team members in the planning, tracking, analysis, and reporting
  • Aggregate, analyze, and report on monthly and quarterly summary report and cost/VAR review
  • Analyze reports to identify, resolve, and communicate issues with managers
  • Provide objective technical, schedule and cost performance analysis to program management

 
Position Requirements

QUALIFICATIONS:

  • Experience integrating relevant financial data for analysis of program financial performance
  • 2+ years of hands-on Earned Value Management related experience
  • Expert using MS Excel to collect, analyze, and report large amounts of cost data
  • Strong skills in MS Word, Outlook, and PowerPoint
  • Experience performing variance analysis, baseline reviews, break-even, and other ad hoc analysis
  • 3-5+ years program control & financial management experience for Government contracts/programs
  • Bachelor's degree in Finance, Accounting, Business, Engineering, or Mathematics
  • SECRET level security clearance

DESIRED QUALIFICATIONS:

  • Certified Earned Value Professional (EVP)
  • Certified Project Management Professional (PMP)
  • Knowledge and experience using and administering Deltek Cobra
