Description

CLASS SUMMARY:

Manages agency residential settings which may include community group homes and supported living services for individuals with developmental disabilities. Provides coordination by serving as an agency focal point for identification and development of services and resources for adults with a primary diagnosis of developmental disability, for agency staff, community service providers and families. Directly manage multiple settings for adults with developmental disabilities and co-occurring diagnoses to include: personnel staffing, management and development; fiscal management and program development and promotion. Supervises residential supervisors, residential nursing staff, and direct support staff engaged in care of individuals receiving services; provides supervision and training and general case management services. Serve as agency advocate and program expert for the above mentioned population via participation in various state, regional and community interagency forums, events and presentations. Provides clinical and administrative leadership to ensure service integration across all disciplines. Ensures compliance with licensing and regulatory guidelines.

DISTINGUISHING ELEMENTS OF THE CLASS:

I. IMPACT: The safety, social functioning and emotional well-being of the individuals in the residence or who are receiving services are directly dependent on the work of this class. The incumbent monitors individuals’ care and treatment which directly affects the likelihood of successful discharge or the continuing health and safety of the resident while residing in the setting. Residential policies and procedures established and enforced by the incumbent directly affect the safety of the environment for individuals and staff at the residence. The incumbent is called upon to resolve immediate crisis situations. As the program is highly visible to the public, work directly impacts the agency’s reputation and prestige. Effective management of the needs of the individuals served affects the agency’s risk and legal liability. Crisis intervention may involve immediate endangerment of life and property and may require swift action by the incumbent.

II. LATITUDE: Work is generally performed independently subject to the occasional consultation and review by the Director, Developmental Services. Work is guided by comprehensive policies and procedures governing care and treatment of individuals residing in the residential program. Regular consultation on productivity and financial operations is coordinated with the Financial Services Department.

III. RESPONSIBILITY FOR THE WORK OF OTHERS: Supervision is exercised over the residential staff which includes: full and part-time professionals and para-professionals, interns, volunteers and clerical support. Appointment and termination of staff members are recommended by the incumbent. Provides leadership, supervision, and education to program staff and consultation to the division and agency management team.

IV. INTERPERSONAL CONTACTS: Work involves continuous contact with agency staff and client population. Regular interface with program managers and division directors within the agency. Regular or intermittent interface may occur with individuals’ families, medical personnel, support coordination, social service agency staff, community group officials, State personnel, governmental licensing personnel, workshops, and day support services personnel.

V. DIFFICULTY: Work involves the assessment of individuals needs and the determination of an appropriate individualized service plan. Also involved is critical problem solving, typically under stressful circumstances and involving careful assessment and application of appropriate counseling/treatment theory. The incumbent is required to balance the individualized treatment and care needs of individuals with the adherence to agency guidelines and policies as well as legal mandates. Work is complicated by the on-going diversity of administrative and treatment-oriented problem solving.

VI. COMMUNICATIONS: The work involves a considerable amount of public presentations to families and other professionals. Staff training is conducted by the incumbent. Work requires the preparation of clear, often complex, policy and procedural directives and communiqués. Individuals’ progress reports and comprehensive evaluations are edited by the incumbent. This class may be called upon to prepare grant proposals and other funding requests.

VII. EQUIPMENT/FACILITIES RESPONSIBILITY: The incumbent, in conjunction with facility maintenance personnel, is responsible for the overall upkeep of the residential program facilities, equipment, grounds and vehicles.

VIII. WORKING CONDITIONS: Work is generally performed in office space, and may occur in conference rooms, offsite meeting locations, residential facilities similar to a private home, and private homes. Work involves an element of potential personal endangerment by individuals who reside in the program.

XI. KNOWLEDGE, SKILLS AND ABILITIES (KSA'S):

- Thorough knowledge of the principles and practices related to the operation of a residential facility for persons who have developmental disabilities and/or who may have other disabilities.

- Knowledge of licensing and regulatory guidelines related to operating residential services for individuals with developmental disabilities.

- Thorough knowledge of person-centered planning and service plan development.

- Knowledge of and working familiarity with the Department of Justice Settlement agreement and its requirements.

- Knowledge of Medicaid Waiver requirements and Waiver Redesign guidelines concerning individuals’ assessment and the assignment of rates and tiers.

- Knowledge of Home and Community Based Services guidelines.

- Experience working in an electronic health record

- Thorough knowledge of social casework principles, practices, and techniques.

- Thorough knowledge of community, agency, regional, and State resources and programs for the target population.

- Thorough knowledge of the diagnosis and treatment of people with developmental disabilities.

- Thorough knowledge of behavior shaping principles, practices, and techniques.

- Thorough knowledge of the diagnosis and treatment of persons with autism, and physical, emotional, and sensory disorders.

- Good knowledge of the principles of group dynamics.

- Good knowledge of office management practices.

- Good knowledge of common budgeting and fiscal control practices.

- Good knowledge of common purchasing and inventory practices related to food service.

- Good ability to establish and maintain effective working relationships with other employees and with private and public agency personnel.

- Ability to establish and maintain rapport with the individuals served and their family members and other relevant parties.

- Ability to function calmly in stressful situations.

- Ability to communicate effectively and prepare related documentation.

- Ability to monitor and evaluate residential programs.

- Good ability to supervise the maintenance of individuals’ and program records.

- Good ability to supervise and train subordinate staff.

- Requires advanced writing and editing skills

- Ability to collect, compile, and evaluate statistical data and to prepare complex reports

- Ability to serve as an H-NNCSB liaison and representative

- Ability to engage in public speaking

XI. LICENSURE: Valid Virginia driver's license.

XII PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

- Manage the residential program and in-home operations to include recruitment, hiring, supervising and training program staff, medication administration and program development and/or promotion on a daily basis.

- Coordinates the screening, admission, and discharge of individuals to and from the program

- Monitors service delivery and ensures compliance with all applicable standards

- Develop and maintain internal program budgets and provide supervision and fiscal recommendations to the division director concerning services, to include drafting of proposals, planning service delivery systems, program monitoring and evaluation, and preparing and submitting all required documentation.

- Serve as a liaison with external agencies, referral sources, contract providers, payers, and other healthcare providers

- Provides various reports and presentations to agency and external groups; advocating and educating professionals and families regarding the needs and resources of individuals with special needs.

- Plans, supervise and evaluate the work of residential and supported living staff, ensuring conditions are safe, sanitary, meeting all agency and licensure standards; creating an environment that is conducive to the growth of individuals and personnel.

- Continuous preparation of business communication, reports, development of policies and procedures, and generation and approval of requisitions for reimbursement.

- Maintain 24-hour on-call availability

- Does related work as required.

XIII. PHYSICAL REQUIREMENTS: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. Some walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, handling, sitting, standing, pushing, and pulling. May be required to assist with direct care, as needed, to include: assisting with changing undergarments, supporting individuals who are non-ambulatory and their assistive technology such as wheelchairs and walkers and managing a wide range of difficult and aggressive behaviors.
