Koniag Information Security Services is hiring an experienced IT Management Consultant to work at our customer’s site in Alexandria, VA. This is a direct, full time position with our company.

KSS is looking for an IT management consultant with experience with information system acquisition processes to provide defense business system (DBS) acquisition support a DoD customer responsible for oversight of human resources management (HRM) IT, business processes, functions, and infrastructure. Organization provides oversight and assistance to Components in preparation of Capability Requirements Document (CRD) and Capability Process Map Document (CPMD), as part of the Business Capability Acquisition Cycle (BCAC), outlined in DoDI 5000.75, and in response to the FY 2016 National Defense Authorization Act (NDAA) Section 883. Review and validation is required for all requests which include HRM equities.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Assist in the development and processing of USD P&R Component CRDs and CPMDs.
  • Assist in the review of CRDs and CPMDs to assess their impact on the HRM Core Business Mission.
  • Review the Business Process Reengineering (BPR) and Continues Process Improvements products (CPI) in Component submissions for compliance and identify whether sufficient BPR and CPI activities were performed, or are planned, that clearly support the planned modernization or development effort as outlined in the FY 2010 NDAA section 1072.
  • Provide technical input to the Government regarding the cost, benefits, and risks of information system investments to maximize value.
  • Provide investment analysis addressing the entire life cycle including requirement definition, business case creation, design, selection, implementation, management, evaluation, modification, and termination of programs, projects, and systems.
  • When applicable for systems in sustainment or maintenance only; analyze the functional need and associated costs to continue operation of the business system and make recommendations.
  • Provide investment analysis based on the review of business needs and processes so that the Government can formulate a recommendation.
  • Provide the government any analysis and recommendation in the form of memorandum or emails.
  • Provide Capability Need identification and Business Solution Analysis.
  • Assist with business case analysis to identify business capabilities shortfalls and business problems.
  • Assist with the development of CRDs, Capability Process Models (CPM), Capability Implementation Plan (CIP), and Rough Order of Magnitude (ROM) cost estimates in accordance with DoDI 5000.75 Business Systems Requirements and Acquisition.
  • Assist with defining the outcomes and performance measures that, if achieved, would demonstrate the business capabilities shortfalls and business problems has been resolved.
  • Assist Government with conducting solution analysis and market research to understand best-practices from industry and government for capability delivery options that satisfies the business shortfalls.
  • Assist with the development of DoDI 5000.75 Solution Analysis Phase documentations to include Business processes, market research, and implementation plans.
Position Requirements


  • US Citizen and current SECRET clearance
  • Bachelor’s degree
  • At least 5 years of experience
  • Knowledge of Business Capability Acquisition Cycle (BCAC ) and DoDI 5000.75 Business Systems Requirements and Acquisition.
  • Experience with developing or analyzing documents for BCAC process, such as CRD, CPMD, CIP
  • Experience performing business case analysis
  • Ability to analyze information, define problems and develop solutions or process improvements
  • Ability to use Microsoft EXCEL, WORD, PROJECT, POWERPOINT and OUTLOOK proficiently
  • Ability to communicate effectively in writing and verbally suitable for government and international audiences
  • Ability to plan, organize and multitask
  • Independently plans, designs, and carries out the work to be done
  • Leads projects, supervises other consultants, serves as an advisor, and has direct interaction with clients.

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
