CLASS SUMMARY:

Incumbent will serve as the point of contact and provider of clinical services for participants for the Behavioral Health Docket and their families. The Behavioral Health Docket is designed to effectively treat and support individuals identified with a Serious Mental Illness (SMI) or Serious and Persistent Mental Illness (SPMI) who are in need of behavioral health and substance use disorder treatment services. The primary purpose of the Behavioral Health Docket Coordinator is to provide treatment services as well as provide timely assessment, resource linkage, and supportive services for participants with their service related needs. Coordinator will assist docket participants by identifying, developing, and linking to needed resources, accessing their entitlements, advocacy, outreach, education, and marketing the Behavioral Health Docket. Coordinator will maintain positive, productive relationships with the criminal justice system, and the treatment community.

DISTINGUISHING ELEMENTS OF THE CLASS:

I. IMPACT: The general health and welfare of particpants seeking access and referred to the Behavioral Health Docket program directly dependent on the work of this class. The incumbent is responsible for determining and responding to the needs of docket’s participants. The incumbent facilitates referrals to other services and programs contractually related to this project as well as to other services. Docket participants have been identified as Serious Mentally Ill (SMI) or with Serious and Persistent Mental Illness (SPMI) and may have co-occurring disorders, homeless, incarcerated, or exhibiting a combat related brain injury. The participant may also present with multiple disabilities. The incumbent assesses need, plans treatment and refers clients to appropriate programming, and follows up to monitor the participant’s progress. Work includes mental status observations and recommendations. This class has the responsibility for advocating for needed services at the individual level, as well as identifying generic needs in the services network. Finally, the Behavioral Health Docket Coordinator provide a variety of essential therapeutic and logistical services directly to the participant, which enables care.

II. LATITUDE: The Behavioral Health Docket Coordinator performs on-going case work independently as much of the work will occur in the community and at the drug court office. Coordinator is expected to understand administrative and/or policy issues without individual consultation. Periodic review of records is made by the coordinator and Manager, Adult Forensic Services. Requires frequent contact with the General District Court judges and criminal justice system in general. Clinical work is guided by the standards and practices of the profession and substantial discretion and independent judgment is exercised in clinical matters.

IV. INTERPERSONAL CONTACTS: Work requires continuous and involved interface involving advocacy and/or coordination of services with a number and variety of others, internal and external, to the agency. Work involves continuous and extensive representation of the H-NNCSB, Behavioral Health Docket, interests to other agency officials, officials and staff of the criminal justice system, other local and state agencies and advisory boards, service providers and consumer/family advocacy groups. The incumbent interfaces with a variety of others including: clinical staff of this and other agencies, local and private psychiatric and medical hospitals, Behavioral Health Docket staff, Virginia Department of Behavioral Health and Developmental Services (DBHDS) staff, correctional staff, probation officers, and judges.

V. DIFFICULTY: Work involves assessment of client needs and implementation of timely referrals to meet those needs. Work requires integration and coordination of various services needed by the participant. Work requires interaction with a multitude of professional disciplines. Creativity and innovative use of scarce resources to deal with the unique needs of participants will be required.

VI. COMMUNICATIONS: Extensive communication by telephone and in person with participants, their families, and/or caregivers will be required. Frequent, timely standardized data collections, correspondence, and other clinical documentation will be required. Public speaking and representation of the Behavioral Health Docket Program to community groups, professional groups, the media, advisory boards, and consumer/family advocacy groups will be required.

VII. EQUIPMENT/FACILITIES RESPONSIBILITY: Incumbent may have use of mobile telephone equipment and a personal computer.

VIII. WORKING CONDITIONS: The incumbent performs most work in a typical office environment, however due to the outreach nature of the program the incumbent will likely be required to travel extensively throughout the area, there will be times when incumbent will be providing, marketing the program, and meeting with participants and officials in local jails and state correctional facilities. Work may also be provided in the community in various locations and/or facilities.

IX. KNOWLEDGE, SKILLS AND ABILITIES (KSA'S):

Thorough Knowledge of individual group and family diagnostic and treatment theories and techniques related to mental illness and substance use disorders.

Thorough knowledge of behavioral health disorders and effective treatment methods, such as addressing serious mental illness, trauma treatment, societal re-entry issues, mood disorders and psychosis, and anger management.

- Good working knowledge of the services, programs, service providers, and population characteristics to be served by the Behavioral Health Docket.

- Good working knowledge of the judicial/correctional system and challenges related to re-entering society following incarceration.

- Ability to prepare written reports and present testify in weekly court hearings.

- Good working knowledge of interviewing and supportive counseling principles and techniques particularly as these relate to individuals with serious mental illness, co-occurring disorders and their families.

- Knowledge of social casework principles and techniques.

- Ability to creatively develop solutions and strategies to resolve system issues/barriers for participants and their families.

- Knowledge of the most urgent mental health issues faced by participants and their families.

- Knowledge of human development and behavior best practices.

- Ability to effectively link with service providers across multiple disciplines to obtain the resources and services needed by participants and their families.

- Knowledge of federal and state local support services and laws governing consumer rights and confidentiality of records.

- Skill and ability in relating, linking, and coordinating with other health/human and service organizations and their families.

- Ability to evaluate and interpret general mental health behavioral observations.

- Ability to establish and maintain rapport with participants and their families.

- Ability to view and address the total spectrum of service needs.

- Ability to work independently while maintaining effective working relationships with other employees and representatives of various public and private agencies.

- Ability to communicate effectively, prepares related documentation, set priorities, and effectively manages time.

- Ability to prepare and maintain narrative and statistical records and to prepare related reports.

XI. LICENSURE: Valid Virginia Driver's License.

XII. PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

- Attends weekly court status hearings, provides written reports, makes recommendations to the courts, and participates in case review meetings.

- Conducts individual and group therapy sessions, provides supportive counseling to participants and their families, intervenes, and refers to emergency crisis counseling as needed.

- Coordinates outside referrals and services for participants to meet their clinical needs and makes referrals to appropriate service providers and helps coordinate service delivery.

- Telephone and face to face interviews with particpants, their families, and/or care providers to assess needs and eligibility of services.

- Responsible for reaching out to participants in the community, to include correctional facilities, assessing their reintegration/readjustment and mental health needs and connecting these individuals with appropriate services.

- Identifies available services for participants and their families to include services for medical treatment, mental illness, and peer support.

- Advocates needs of individuals with behavioral health and substance use disorders within and outside system, liaison between participants and their family with service providers.

- Assists participants in referring and/or obtaining basic resources such as: shelter, food, medical services, and accessing eligible entitlements and disability benefits.

- Markets the Behavioral Health Docket to possible community referral organizations and attends related community events and other interested community partners.

- Links eligible participants to obtain benefits and treatment.

- Provide limited psycho-education to participants and their families regarding behavioral health, substance use disorders, assisting in managing symptomology and decreasing the stigma of mental health and its treatment.

- Maintain clinical documentation as required.

- Complete assessments determining clinical appropriateness for document

- Provides risks assessments and develops crisis plans as appropriate

- Provide prescreening evaluations for participants once certified as a Prescreener

- Maintains up to date knowledge of the program, services and benefits available to participants and their families.

- Maintain standards of professional ethics, confidentiality, consumer’s rights, and applicable regulations.

- Other related work as required.

XIII. PHYSICAL REQUIREMENTS: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling will be involved.

XIV. DRIVING REQUIREMENTS: Valid Driver’s License. Transports clients as necessary.
