CLASS SUMMARY

Develops, plans, implements, supervises, monitors and evaluates all child, adolescent and adult clinical services in the agency's Clinical Divisions for the programs assigned. Ensures all treatment services are responsive, effective, efficient and congruent with the Divisions' Director. Personally manages and provides direct clinical care to a selected caseload. Ensures that clinical regulatory/licensure/accreditation standards.

DISTINGUISHING ELEMENTS OF THE CLASS:

I. IMPACT: The health and safety of consumers served by the agency's acute care behavioral health programs are directly dependent on the work of this class. The incumbent's efforts in developing program protocols and clinical practices, developing program staff, supervising clinical consumer care, and implementation of program policies are critical to the programs quality and treatment outcomes. This position represents the agency in various external settings and directly influences the public=s perception of the agency. This position has responsibility of insuring that the Division's clinical services are accessible, responsive, coordinated and efficient.

II. LATITUDE: On-going work is handled independently and autonomously with regular consultation and guidance from the assigned Division Director. Clinical work is guided by the standards and practices of the profession and substantial discretion and independent judgment is exercised in clinical matters. Administrative work is guided by agency policy and state and federal regulations.

III. RESPONSIBILITY FOR THE WORK OF OTHERS: The incumbent provides direct clinical supervision to all clinical staff assigned to the agency's outpatient program including volunteer and interns. Consults regularly with Practice Manager, Operations Manager, and Division Director to recommend appointment and termination.

IV. INTERPERSONAL CONTACTS: Work requires continuous interface with a variety of staff, internal and external to the agency. These include: therapists, physicians, counselors, consumers and their families, staff of other local and state agencies; referral personnel, managed care organizations and other insurers.

V. DIFFICULTY: Work involves the application of highly complex diagnostic and clinical skills to children, adolescents and adults with mental disabilities who present with a wide range of diagnoses. Requires the ability to assess, diagnose and treat children, adolescents and adults with behavioral health problems. The incumbent develops clinical protocols and standards that guide the development, implementation and evaluation of treatment programs and services. Directly supervises the efforts of other clinicians and counselors. This position's licensure requirements, professional duties, and consultative responsibility on the multi-disciplinary teams requires the incumbent to maintain current competency in a dynamic and highly technical field. Work involves strategic and long range planning.

VI. COMMUNICATIONS: The position requires regular oral and written communication to agency staff, consumers, related service providers and referral sources and state licensing agents. Work involves considerable development of clinical program programs policies, procedures and protocols. Public speaking and representation of agency to managed care organizations, judges, other service providers and the public will be required.

VII. EQUIPMENT/FACILITIES RESPONSIBILITY: Incumbent frequently operates a motor vehicle.

VIII. WORKING CONDITIONS: Incumbent performs most work in a office/clinic environment. The incumbent is exposed to unhealthy, emotionally unstable, hostile, aggressive and/or verbally abusive consumers presenting a risk of personal harm. Incumbent is frequently disturbed during personal time to resolve calls concerning consumer emergencies. Work will require frequent travel to other agency program sites.

IX. KNOWLEDGE, SKILLS AND ABILITIES (KSA'S):

Thorough knowledge of individual, group and family diagnostic and treatment theories and techniques related to serious mental illness, serious emotional disturbance and/or substance abuse.

Thorough knowledge of the principles and practices related to acute treatment of individuals with co-occurring problems of mental illness and substance abuse.

Thorough knowledge of the laws and legal procedures relating to the provision of mental health, substance use disorders, and intellectual and developmental disability services to include HIPAA and 42 CFT, Part 2.

Thorough knowledge of commonly accepted models of clinical supervisions

Thorough knowledge of commonly accepted models of crisis intervention and stabilization.

Thorough knowledge of community, agency, regional and state resources and programs for the consumer population.

Thorough knowledge of the various credentialing and licensure/certification requirements for professional staff.

Thorough knowledge of group training practices and techniques.

Good knowledge of the medical and behavioral symptoms associated with mental illness and substance abuse.

Good knowledge of the principles of continuous quality management and utilization review.

Excellent interpersonal skills.

Demonstrated skills in working with mentally disabled adults.

Ability to plan, supervise, evaluate and coordinate the work of clinical professionals.

Ability to formulate differential diagnoses for multiply impaired consumers.

Ability to establish and maintain rapport with the consumer population.

Ability to establish effective working relationships with other agency staff and with staff from other community agencies and referral sources.

Ability to function calmly and professionally in stressful situations.

Ability to communicate effectively orally and in writing.

Excellent personnel supervision skills.

X. LICENSURE: Current Licensure as a Clinical Social Worker, Professional Counselor, or Psychologist. Valid Virginia Driver's license with an acceptable driving record.

XI. PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

Develops, implements, coordinates, monitors and evaluates the child, adolescent or adult clinical services for the programs.

Develops and maintains clinical policies, procedures and protocols to ensure efficient and effective treatment services that comply with quality assurance, accreditation and licensure standards.

Insures that clinical programs and services comply with all applicable client documentation standards.

Supervises development, monitoring, measuring and analysis of outcome indicators for all clinical services.

Provides clinical management and supervision of the child, adolescent, or adult outpatient mental health and/or substance abuse programs as assigned.

Plans, provides and coordinates clinical supervision for all clinical staff in the assigned Division.

Supervises, assesses and evaluates the performance of all clinical staff in the assigned division.

Ensures optimal utilization of all program clinical services.

Maintains liaisons with other agency programs, referral sources, contract providers, payers and other health care providers.

Works closely with the Division Director and Practice Manager to develop and implement annual clinical goals and objectives for service.

Coordinates staff development and assesses training needs for clinical staff.

Coordinates consultation and education services to the general public and staff from community agencies.

Supervises student internships

Prepares periodic and ad-hoc reports on clinical programs progress and activities.

Manages a selected personal caseload and provides direct clinical care including assessment diagnosis treatment planning, therapeutic counseling and management services.

Assists in the recruitment and hire of all adult clinical staff in the Division.

Does related work as required.

XII. PHYSICAL REQUIREMENTS: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling.
