POSITION SUMMARY

Reporting to the e-Management FDA Program Manager, the Technical Architect (TA) will work with the FDA Knowledge Manager Project Manager to build an FDA-wide Knowledge Management (KM) program and digitization strategy aimed at identifying existing resources and systems across the agency and collecting data from around the FDA.

The TA will map and assess the technologies associated with multiple, disparate KM initiatives currently being undertaken by separate divisions within the agency. Based on gaps identified, the TA will work with the KM Project Manager to propose an agency-wide knowledge management architecture and overall strategy (to include IT infrastructure, databases, applications, and business processes) across common goals, policies, procedures and outlooks that will be integrated, where feasible, and with federated elements as necessary.

The TA will then provide guidance to the multiple projects that will be required to execute against the KM strategy developed over the next 5 years.

To ensure the needs of this science-based and regulated agency are met, the TA role requires an excellent communicator who can work with people from different backgrounds, including senior executives, analysts and architects from IT departments, and scientific researchers.

General Description of Duties:

  1. Responsible for the definition, design and interpretation of technical architecture artefacts taken from user requirements specifications or in direct discussions with the agency, to create a solutions architecture to meet KM requirements.

  2. Design functional technology solutions for KM.

  3. Provide technical leadership and support to KM project teams.

  4. Design technology aspects of KM technology solution.

  5. Evaluate and select appropriate KM software and hardware and suggest integration methods.

  6. Assist with solving technical KM problems when they arise.

  7. Support the implementation of agreed architecture and infrastructure.

  8. Assist with breaking down large scale projects into manageable chunks.

  9. Determine IT products to use based on cost benefit analysis and research.

  10. Advise the client on managing future IT KM needs and activities.

  11. Define the target architectures, and the roadmaps and timescales for these architectures to ensure the most effective use of technology and digital services across the agency whilst delivering the required KM outcomes.

  12. Search for areas where improved KM opportunities may be available, such as cases where data is harvested within one center but not available to all.

  13. Share review findings and recommendations to executives and stakeholders, along with reports showing the progress in implementing new strategies.

Position Requirements

QUALIFICATIONS

Education: Bachelor’s degree in IT, Business Administration, Computer Technology or related field. Master’s degree preferred.

Experience: Full working knowledge of a wide-range of KM technologies, with solid understanding of available KM technologies and their capabilities. Understanding of all aspects of current systems, from both a process and technical point of view. Proven experience as a Technical Architect. Understanding of strategic IT solutions. Familiarity with various operating systems and databases as well as experience in cloud technologies. Extensive experience with enterprise architecture best practices and goals. Strong experience working with diverse technology platforms. Extensive practical Enterprise Architecture experience, certified with a recognized EA framework desired. Experience with federal agencies preferred.

Skills: Excellent communication skills, problem-solving aptitude and organizational and leadership skills. Strong interpersonal skills including ability to articulate ideas to both technical and non-technical audiences. Ability to think ahead and anticipate problems, issues, and solutions. Must have the ability to gather and assimilate information. Good knowledge of quality standards, legislation, and best practice. Ability to manage through organizational change. Demonstrated knowledge of IT network design and governance. Federated Enterprise Architecture Certification and/or PMP certification preferred.

Unique Requirements: Local travel within the DC/MD/VA area between the client and corporate sites may be required.

CITIZENSHIP REQUIREMENTS

US Citizenship is a requirement for this position. Candidate may be subject to a security investigation and may need to meet eligibility requirements for access to classified information. Security clearances are a plus.

While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
