Description

The Fraud Examiner will conduct reviews of Social Security Administration Representative Payees, interview beneficiaries, review records and draft reports. The Social Security Administration appoints Representative Payees for Social Security beneficiaries who are incapable of managing their own funds. The Protection & Advocacy for Social Security Representative Payee Program at DRNY conducts onsite reviews of the performance or the suitability of Representative Payees. The Fraud Examiner works in conjunction with other Rep Payee staff and travels to many locations across New York State.

Essential Functions

  • Develop audit procedures to detect, identify, and quantify fraud;
  • Conduct investigations to detect and quantify fraud, identify the perpetrator, report to management;
  • Review financial documents to identify inaccuracies;
  • Analyze trends, financial data and trace discrepancies from investigations and monitoring activities to determine if they present systemic issues which may be appropriate for DRNY to address, and, with the Program Director, formulate strategies for their prevention, reduction or elimination;
  • Provide litigation support and present findings to be used in court proceedings;
  • Deliver analysis of financial documentation including but not limited to: P/L statements and business & personal bank account statements;
  • Conduct site visits to interview representative payees and beneficiaries, review confidential and private records, document observations and collect evidence and information of value;
  • Review worksites and housing facilities for possible health and safety violations;
  • Review and analyze financial records to assess violations or potential incidents of mismanagement of beneficiary funds;
  • Prepare comprehensive reports detailing the investigation, findings and recommendations;
  • Develops corrective action plans to assist representative payees in conforming to requirements specified by the Social Security Administration Commissioner.

Qualifications and Skills

  • Certified Fraud Examiner (CFE);
  • BS degree in Accounting or related business major;
  • Relevant fraud audit experience and maintaining confidential information;
  • Excellent time management skills, including planning, organizing and prioritizing;
  • Working knowledge of forensic type audit & fraud procedures;
  • Demonstrated functional knowledge in accounting principles and terminology;
  • Strong and effective communications;
  • Government clearance by the United States Government Office of Personnel Management is required for this position.

Working Conditions

· A Fraud Examiner performs work in an office environment, but the position will take the Analyst to non-standard workplaces. A Fraud Examiner will be expected to travel significantly within the state and then outside the state as necessary.
