Position Requirements

Minimum Qualifications:

Master’s Degree in Urban Planning, Public or Business Administration or a related field required; supplemented by five years of experience in local government planning and development; including progressively responsible supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid driver’s license; certification as a Certified Economic Developer issued by the International Economic Development Council is preferred.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Description

Purpose of Classification:

The purpose of this classification is to direct the overall operations of the Economic Development Division of the City Manager's Office. Responsibilities include developing programs, goals and objectives; conducting short and long-range program planning, and implementing policies and initiatives for economic development projects in City of South Fulton. Economic Development Administrator reports directly to the City Manager and serves as primary spokesperson for City of South Fulton on issues related to economic development and job retention and creation.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Directs overall operations and activities of the Division of Economic Development: develops long-range goals, objectives, organizational structure, and overall direction for the department consistent with Mayor and City Council adopted policies and laws; develops and creates opportunities for economic development projects.

Develops plans and promotes commercial and industrial development, redevelopment and revitalization in the City: seeks public and private partnerships to expand commercial tax base; manages and directs the promotion and attraction of commerce and industry; implements successful economic development strategies and partnerships; provides assistance/guidance for the retention and expansion of existing industry; and develops programs to nurture small businesses and entrepreneurs.

Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; establishes workloads and prioritizes work assignments; motivates/guides subordinates toward accomplishment of departmental goals and objectives; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; and trains staff in operations, policies, and procedures.

Serves as the primary liaison and spokesperson to the City of South Fulton Development Authority and the Economic Development Corporation.

Facilitates private sector investment decisions to encourage the attraction of commercial, retail, and industrial projects in the City.

Administers the preparation and negotiation of proposals for business projects: performs project management functions and provides leadership in coordinating development projects with other City departments; and directs the implementation of project tracking and reporting systems activities.

Advises City officials concerning issues related to economic development and job creation and retention.

Directs the preparation of division budget: conducts spending analysis; reviews expenditures and budget recommendations; prepares budget forecasts; approves or denies specific expenditures; and monitors expenditures for compliance with approved budget.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to economic development and job retention; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.
