As the Civil Engineer II, you will assist project managers and other engineers with plan design and production for civil design projects by preparing site plans, utility plans, construction documents, road and grading plans and right-of-way plans using AutoCAD Civil 3D software. You will provide professional support in the design and production of complex public and private municipal infrastructure projects, including storm and sanitary sewer, water supply, pump stations, and wastewater treatment plants.

  • Ensure the team achieves project schedules and budgets.

  • Manage multiple projects in a timely and accurate manner.
  • Lead project teams, assign duties to other team members, and monitor overall project progress.
  • Complete projects within developed project scope and available resources.
  • Understand and execute project plans.
  • Review designs and complete field investigation to diagnose problems.
  • Monitor project and alert the project team members when changes occur in the project scope or schedule.
  • Seal documents when applicable.

Project Quality

  • Participate in a team-oriented environment as well as function independently.
  • Maintain multiple project assignments and work with multiple project engineers.
  • Assist with engineering service proposals including estimates of time required to complete a project.
  • Develop reports and preliminary concepts and full design phase deliverables including drawings, specifications, cost estimates, quantity take-offs, technical reports, narratives, and permit applications.
  • Assist in the preparation of calculations and analyses for stormwater management systems, sanitary sewer, water supply and distribution, roadways and traffic signal design.
  • Perform engineering interpretation of specifications and drawings, recommending and documenting design modifications and coordinating with the design team.
  • Prepare Construction Permitting documents.
  • Participate in field investigations and the process to diagnose problems. Perform field inspection services for conformance to plans and specifications and preparation of reports as a follow up.
  • Attend municipal meetings when required. Consult with regulatory agencies when necessary.
  • Provide design analysis consistent with Progressive’s standards.
  • Advocate and follow Progressive’s policies.
Position Requirements


  1. B.S. in Civil Engineering required.
  2. Minimum of 5 years of experience.
  3. Professional Engineer (PE) Licensure
  4. Attention to detail with an emphasis on quality work products, and client service. Good track record of effective project leadership and communication.
  5. Strong math, analytical, and problem solving ability.
  6. Ability to work and communicate successfully in a team environment.
  7. Excellent technical, written, and oral communication skills.
  8. Proficient with AutoCAD or MicroStation, Civil 3D, and MS Office (Excel, Word, Powerpoint, MS Project and Outlook).
  9. Experience in HEC RAS, EPANET (water distribution) preferred.
