The Senior Technical Surveillance Counter Measures (TSCM) Specialist will assist in the management and implementation of the Agency's TSCM program. TSCM contractors will provide support to the Agency's TEMPEST accreditation program as it relates to new construction or the modification of existing sensitive compartmented information facilities (SCIFs), which includes, but is not limited to, foreign gift inspections, support to the foreign visitor program, executive support, support to the Agency's supply chain risk management and support to the Defense Attache System (DAS) exercises. This position is in support of a U.S. government agency at various locations throughout the National Capital Region. Duties include, but are not limited to, the following:
o Contractors shall conduct TSCM activities to protect, detect and respond to the technical exploitation of Agency facilities by adversaries and insider threats.
o Contractors shall provide comprehensive, risk-based technical security advice, guidance, and general Cl/Security support to program offices and contractor facility security offices under the supervision of the Government
o Contractors shall draft written correspondence to include facility file reports, cable messages, approvals, status/technical briefs and inspection reports.
o Contractors shall assist in the development of technical security plans, directives and insouctions. All locally prepared guidelines will be in accordance with DoD directives.
o Contractors shall conduct multi-discipline (TSCM and TEMPEST)security surveys of new and renovated Agency SCI facilities in support of approved Construction Security Plans per Director of National Intelligence SCIF policies.

 
Position Requirements
  • MUST have an active and current DoD TS/SCI security clearance with CI Poly (Clearances cannot be obtained post hire as they are required to fulfill the requirements of the position. Applicants without a TS/SCI clearance will not be considered).
  • Must be a graduate from an accredited CI special Agent credentialing school
  • Successful completetion of TSCM training at the Interagency Training Center (ITC).
  • Must have a minimum of 10 years experience planning, conducting and overseeing TSCM
  • Seven years of experience in the following areas:
    • Automated Information Systems
    • Lock and Key Control Systems
    • Access control Systems, Intrusion Detection systems
    • Video Surveillance Systems
    • TEMPEST and SCIF construction standards.
