POSITION SUMMARY

The Senior Technical Records Management (RM) Project Manager (TPM) will assist a large federal program in implementing information technology (IT) capabilities to support an electronic records management architecture to meet National Archive and Records Agency (NARA), Office of Management and Budget (OMB), and Departmental requirements (e.g., OMB M-12-18). The Senior RM TPM must have excellent knowledge of Federal records processes, regulations, guidelines, and mandates, and must have demonstrable experience leading implementations of electronic content management systems with records management capabilities.

The Senior RM TPM must have strong knowledge of and experience with the implementation and configuration of electronic records management solutions such as Open Text Content Server Records Management, Physical Objects, and Auto-Classification modules; Kofax Import Connector, Capture, Recognition, and Transformation modules. Additionally, the candidate must have experience wotking with organizations and end users to integrate new electronic records management solutions into existing business processes.

The successful candidate will: provide technical, records, and project management oversight for these implementation activities using established project and quality processes and procedures; document business and records requirements and procedures; provide guidance to the records and technical implementation teams and recommendations to the client on understanding government records management policy; analyze business and user needs; draft records policy and guidance documentation; and develop or modify procedures to solve complex problems.

A knowledge and familiarity with e-Discovery, the Freedom of Information Act, and the Privacy Act is strongly desired but not required. Superior technical, writing, and presentation skills are required, as well as excellent organizational skills, attention to detail, excellent customer service skills, knowledge of Microsoft Office, the ability to multitask, and excellent written and verbal communication skills.

Responsibilities:

  1. Implementing information technology (IT) capabilities as part of an electronic records management architecture to meet National Archive and Records Agency (NARA), Office of Management and Budget (OMB), and Departmental requirements.
  2. Initiating, planning, executing, monitoring, and closing project work based on established project and quality management processes and procedures.
  3. Analyzing business and user needs and documenting requirements.
  4. Integrating electronic records management into existing business processes (i.e., managing records born electronically, digitization of hard copy records, etc.).
  5. Delivering monthly, quarterly, etc. deliverables as defined by the contract on schedule, with high quality, and high customer satisfaction.
  6. Providing leadership, technical acumen, and technical experience to the continued implementation and growth of the electronic records management capability for the records program.
  7. Developing and executing a system implementation plan and making adjustments to the plan based on customer requirements.
  8. Developing development plans, test plans, and other processes to ensure successful implementation of electronic records management capabilities.
  9. Maintaining project schedules using MS Project reporting progress on a weekly and monthly basis.
  10. Recommending changes to, or creation of, processes and procedures supporting the records program, including electronics records and information governance.
  11. Identifying all project risk factors and escalating high priority risks.
  12. Providing weekly and monthly reporting.
  13. Training end users in records management responsibilities, processes, and procedures.
  14. Providing additional program support services as needed.
  15. Providing guidance to the team and recommendations.

Position Requirements

QUALIFICATIONS

Education: Bachelor’s or equivalent experience.

Experience: Minimum of 6 years of experience managing the implementation of federal electronic records management projects. Experience with the following is required: Open Text Content Server (or equivalent) implementation and configuration, including Records Management and Physical Objects Modules; Kofax Capture, Recognition, Transformation Modules, and File Share Import Connector software (or equivalent); writing federal records management policy; and a deep understanding of how to apply records management best practices to business processes. Project Management Institute (PMI) Project Management Professional (PMP) certification is desired but not required.

Skills: Position requires strong project management; technical implementation skills with electronic content and records management systems; customer interface; and technical, writing, and presentation skills. Also requires excellent organizational skills and attention to detail, excellent customer service skills, strong Microsoft Office skills, ability to multitask, and excellent written and verbal communication skills.

CITIZENSHIP REQUIREMENTS

US Citizenship is a requirement for this position. Candidate may be subject to a security investigation and may need to meet eligibility requirements for access to classified information. Security clearances are a plus.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision.
