Position Requirements

Minimum Qualifications:

Bachelor’s Degree in forest resources management, landscape architecture, urban forestry, horticulture or a related field required; supplemented by three years of experience in landscape architecture and design; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license. May be required to obtain International Society of Arboriculture (ISA) Certified Arborist certification and be a Registered Landscape Architect in the state of Georgia.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Description

Purpose of Classification:

The purpose of this classification is to perform duties related to the administration and enforcement of City of South Fulton's Tree Preservation Ordinance. Responsibilities include providing direction in river protection and other environmental regulations, and supervising assigned staff.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Reviews landscape and tree protection plans of proposed projects required to obtain land disturbance permits: researches scope of proposed projects and determines expected impact on tree density, water quality, and preservation of specimen trees; addresses deficiencies and ensures these are corrected before signing permit; and approves/signs off on land disturbance permits.

Inspects and evaluates sites where land disturbing activities are proposed: ensures adherence to established environmental ordinances and approved plans: arranges site visits with appropriate individuals; inspects entire site referring to approved landscape and tree protection plan, ensuring correct planting procedures were followed with all landscape material, correct number, species, size, and placement of plant material has occurred, and that materials meet American Standard for Nursery Stock guideline; inspects tree protection fencing and signage; and confers with clearing and grading personnel regarding preservation of trees.

Provides input for City park, trail, greenway, and landscape projects: creates, reviews or selects designs; may research, secure, and manage related grants; assists with/designs requested park components such as dog park, soccer fields, picnic area, baseball field complex, golf driving range, etc.

Collects and organizes technical data from environmental assessments of construction projects.

Administers performance bonds for tree planting: calculates amount of performance bond(s) to be submitted to City of South Fulton; maintains current pricing information for nursery-grown trees and utilizes this to calculate total of performance bond required from developer; maintains bond documents; inspects completed planting/work; and returns bonds that meet standards.

Calculates payments from developer utilizing Tree Fund option instead of planting trees on site: receives certified checks and processes payments for deposit into Tree Fund account.

Assists in developing, revising and updating City ordinances regarding land disturbance, trees, buffers, landscapes and soil erosion control.

Responds to questions from developers, engineers, and the general public on various aspects of the City's environmental ordinances

Performs other related duties as required.
