CLASS SUMMARY:

The Clinical Intervention Specialist provides immediate oversight of school based prevention and treatment services located in assigned schools. Administrative responsibilities include complying with all licensing and regulatory standards, providing assistance with the development and implementation of all policies and procedures, providing supervision to day treatment staff, and collaborating with school administrative and educational staff to ensure seamless integration of programs. Clinical responsibilities include providing oversight of clinical services delivered, developing and implementing an array of school based prevention and treatment services and supports, assessing and evaluating students, provide crisis intervention services, individual, group and family counseling, treatment planning and discharge/aftercare planning, and implementing behavior management program. The incumbent will work closely and consult with educational staff regarding student and school needs. The Clinical Intervention Specialist is essential to partnerships and the success or failure of school based treatment services delivered.

DISTINGUISHING ELEMENTS OF THE CLASS:

I. IMPACT: Work of this class has immediate effect on the progress of clients in treatment, and the quality of counseling services rendered. The incumbent has the responsibility of assisting the client in identifying and accomplishing treatment goals. The Clinical Intervention Specialist also works directly with family members, providing counseling intervention, as appropriate. The Clinical Intervention Specialist is responsible for maintaining effective relations with all school staff and ensuring the goals of the partnership are achieved. The Clinical Intervention Specialist is responsible for working with school staff to ensure that enrollment and revenue targets are realized and maintained. The Clinical Intervention Specialist is responsible for maintaining collaborative relationships with all agency stakeholders to meet collaborative goals.

II. LATITUDE: Day-to-day work is performed independently with regular supervision and frequent follow-up from the Treatment Coordinator/Clinical Services Administrator. Work is guided by comprehensive service plan, federal/state regulatory boards, agency policies, treatment plans, diagnostic manuals and the standards of the profession. Consultation from school administration and other stakeholder agencies is frequent and essential to achieving partnership goals.

III. RESPONSIBILITY FOR THE WORK OF OTHERS: Provides direct supervision of therapeutic day treatment behavioral counselors to include clinical and administrative activity that include but are not limited to: ensuring that agency and regulatory standards are met, reviewing documentation and ensuring that assigned staff meet performance expectations of their position.

IV. INTERPERSONAL CONTACTS: Work involves direct and continuous contact with clients referred to the program, their families, educational staff and other support groups. The incumbent interfaces with a variety of others, internal and external to the agency. These include: physicians, CSA office, social service agencies, court and law enforcement personnel, educational staff, detention facility staff, and agency clinical staff. Clinical Intervention Specialist must exercise good judgment and understanding when interacting with school staff and other agency stakeholder agencies to ensure an effective partnership.

V. DIFFICULTY: Appropriately relating to a variety of client personality types requires use of judgment and discretion. Emergency situations resulting from client medical or behavior problems involve timely and responsible decision-making. Incumbent must deal with a variety of other human service officials who often have mutually exclusive goals for the client. Work involves the application and interpretation of sophisticated diagnostic norms and therapeutic standards to a variety of clients with behavioral and/or emotional impairments. Assessment involves acute observation and analysis of current and historical behavioral presentations, social and medical histories. The incumbent prepares technical and complex records and reports. Work requires the balancing of administrative norms, client needs and the ethics and standards of the profession.

VI. COMMUNICATIONS: Work involves direct counseling requiring careful and precise use of language. Position involves the constant preparation of complex documentation, technical records and reports. Public information presentations are required, as is participation in multi-disciplinary meetings.

VII. EQUIPMENT/FACILITIES RESPONSIBILITY: Operate computer, general office equipment and may drive an agency vehicle or transport individual served in personal vehicles as necessary.

VIII. WORKING CONDITIONS: Incumbent may have an office at a facility operated by another agency and therefore, must comply with policies and procedures from both H-NNCSB and the other agency. Incumbent may also do work at the client's home and other community settings. Some work is done in an office environment. The incumbent is exposed to unhealthy, emotionally unstable, hostile, aggressive and/or verbally abused clients and possibly neighborhoods presenting a risk of personal harm.

IX. KNOWLEDGE, SKILLS AND ABILITIES (KSA'S):

Skilled at developing individualized, behaviorally specific, time oriented treatment plans and behavioral contracts.

Ability to evaluate, assess and form diagnostic impressions on all five axis.

Ability to teach daily living skills, social skills and interpersonal skills to include empathy, anger management, problem solving, and impulse control.

Good knowledge of community services and resources.

Ability to establish and maintain effective working relationships with staff and community.

Ability to keep accurate and up to date clinical records and reports.

Excellent oral and written communication skills.

Ability to deal with stressful situations.

Excellent interpersonal skills required.

Good knowledge of crisis intervention principles, practices and techniques.

Good knowledge of client management guidelines for Virginia.

Thorough knowledge and understanding of DMAS Therapeutic Day Treatment guidelines.

Thorough knowledge of state and federal licensure requirements.

Thorough knowledge of diagnostic assessment and therapeutic counseling theories, principles, techniques and practices including individual, group and family counseling models.

Thorough knowledge of the characteristic behaviors, symptoms and other manifestations of the various behavioral and emotional issues affecting the client population served.

Ability to establish and maintain rapport with the client population.

Ability to maintain client confidentiality.

Good knowledge of agency policy and procedures affecting client care.

Thorough knowledge of child abuse and its psychological effects.

Knowledge of clinical and administrative supervision practices.

Ability to understand, monitor, prepare and adjust complex budgets.

X. PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

Provides clinical and administrative supervision for assigned Behavioral Counselors.

Manages a personal caseload and provides individual, group and family therapeutic counseling to include medication education and monitoring.

Coordinates a school-wide prevention and character development model with educational staff.

Provides consultative services and training to school employees.

Facilitates therapeutic groups regarding family, personal, and lifestyle management.

Assesses for the appropriate level of intervention for students.

Develops, reviews and approves individualized treatment plans, behavioral contracts and discharge plans.

Conducts and reviews assessments including diagnostic impression and authorization for treatment prior to service initiation and annually thereafter.

Conducts life skills and character development groups.

Attends related client staffings.

Identifies community resources, makes referral, coordinates linkages and/or provides case management services.

Provides short-term crisis intervention.

Maintains up-to-date client records, prepares diagnostic reports.

Documents and maintains units of service data, data collection and statistical reports.

Monitors and assists with the preparation of budget assumptions.

Responsible for maximizing program revenue.

Assists in the orientations of volunteers and students.

Conducts parenting skills groups as necessary.

Does related work as required.

Transports clients as necessary.

XI. PHYSICAL REQUIREMENTS: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling.
