Summary:

The Doctrine Developer will provide support to the United States Combined Arms Center Force Modernization Proponent's Security Force Assistance (SFA) effort for the development and maintenance of Army SFA doctrine and to properly document the products in support of the proponent's force modernization responsibilities.

Specific duties may include, but are not limited to:

The Doctrine Developer supports SFA proponent in meeting its regulatory requirement as the force modernization proponent specified in AR 5-22 and detailed in DoDDI 3000.11 and DoDI 5160.70. The tasks/deliverables identified in this PWS meet those requirements to include:

  • Ensure SFA preparation efforts keep pace with changes in the global operating environment and that SFA education and training prepares commanders and staff, operational forces, and individual personnel for SFA across the range of military operations.

  • Support the development of joint SFA-related doctrine tactics, techniques, and procedures and other guidance necessary to address the requirements of Combatant Commanders.

  • Execute force management responsibilities (requirements definition, force development, combat developments, doctrine developments, training developments, material developments, leader development, personnel development, and facilities development) relative to DOTMLPF-P for their particular function and branches.

  • Ensure personnel, including commanders and their staffs, are organized, trained, and equipped to support SFA.

  • Ensure sufficient SFA capabilities are developed, programmed, and budgeted to meet service SFA requirements.

  • Ensure SFA is integrated into all doctrinal publications and in all branches.

  • Serve as the Army lead for Service reviews of Joint and other service SFA publications as required.

  • Ensure all information related to SFA operations is collected, retained, and preserved in order to plan future SFA operations, support integration efforts, provide data analysis of SFA histories, and to assist future assistance efforts.

  • Support the Joint and Service SFA lesson learned responsibilities to ensure the collection of all significant SFA-related data to provide accurate, thorough, and objective activities of SFA personnel.

  • Train Service personnel to the levels required by the Combatant Commanders before deployment to personnel to the theater.

  • Establish and maintain a SFA collection plan for observations, insights, and lessons learned (OIL). Analyze OIL to determine applicable SFA lessons, expedite dissemination of releasable SFA information, and publish SFA lessons learned.

  • Develop, implement, and continually update based on lessons learned, input from the field, and other subject matter experts' input, appropriate training programs for SFA.

Required Qualifications:

Doctrine development qualifications ensure SFA doctrinal products effectively communicate procedures and techniques to the field, incorporate existing Army doctrinal fundamentals, and are formatted and edited in accordance with guidance and policy in coordination with the Combined Arms Doctrine Directorate (CADD).

  • A minimum of two years doctrine writing experience.

  • Completion of CADD Doctrine Author's course.

  • Baccalaureate degree from an accredited college program.

  • Graduate of US Army Command & General Staff Officer's Course (USACGSOC or Military Education Level [MEL] 4 equivalent).

Clearance: SECRET Security Clearance required
