For more than 32 years E&CO (formerly known as Employment & Community Options) has been providing high-quality innovative services to adults with intellectual and developmental disabilities. Our work is focused on enabling these Californians to live in ways that are enjoyable, productive and as independent as possible.

Each year E&CO connects more than 1,400 people living in Santa Clara, Santa Cruz, Riverside, San Bernardino and San Diego Counties with employment services, independent living services, microenterprise programs, Autism services, and tailored day services that are facilitated by 320 full time staff and 55 part time staff (nearly half of those working part time are employed through our microenterprise programs).

OVERVIEW OF THE JOB:

The Chief Operating Officer (COO) manages the programmatic and administrative operations of E&CO across multiple regions and departments by working as a strategic thought-partner to the CEO, a hands-on coach and mentor to our Regional Directors, and a trusted colleague to our CFO, HR and Development staff. As someone with direct experience providing and overseeing services to at-risk people within a nonprofit setting, the COO is a capable facilitator of vision-driven collaboration and efficiency. With an eye on margin and mission, the COO plays a central role setting, negotiating, and monitoring fiscal and programmatic outcomes. A passionate advocate for individuals with intellectual and development disabilities, the COO is motivated to provide services that promote independence in new and innovative ways.

Among, the COO’s many duties, this executive is responsible for:

Strategic and Collaborative Leadership

  • Partnering with the CEO on developing operational and strategic plans that embrace efficiency and innovation.
  • Engaging the CEO, Board, senior staff, Regional Directors, and line staff on issues and trends in the field that may result in changes to the operating model and operational delivery.
  • Providing on-going strategic recommendations to the CEO based on creativity, financial analysis and projections, risk assessment, outcome measures, community partnerships and political realities.
  • Overseeing, guiding, inspiring, and integrating the work of the Regional Directors.
  • Collaborating with the CFO, HR, and Development departments on data-driven decision-making, clear communication, and knowledge sharing.

Community Engagement

  • Actively engaging provider organizations, vendors, and state agencies to explore and create new strategic partnerships and other opportunities for serving people with intellectual and developmental disabilities.
  • Raising the visibility of E&CO to potential partners and constituents throughout California.
  • Championing the work of E&CO and the needs of the people we serve to public agencies and legislators.
  • Promoting E&CO’s initiatives through public events, public speaking and individual engagement.

Management

  • Working with key stakeholders within E&CO to developing functional financial and program plans.
  • Overseeing the vendorization process with the Regional Centers including scope of services development, execution/authorization of service agreements, and reporting and compliance processes.
  • Creating, monitoring and analyzing participant data management systems that provide real time data to vendors and inform the nature of the programs provided by E&CO.
  • Proactively coaching and evaluating direct reports for continuous improvement.
  • Serving as the management liaison to select board committees by effectively communicating and presenting critical matters at board of directors and committee meetings.
  • Keeping the CEO informed of all critical issues by maintaining an open line of communication.
 
Position Requirements

QUALIFICATIONS

  • A minimum of 8 to 10 years of experience in staff and senior-level roles within a nonprofit organization that serves a high-risk or disadvantaged population.
  • A passion for providing effective and innovative services to adults with intellectual and developmental disabilities.
  • Experience in financial and organizational management within a nonprofit setting and with contract negotiation and compliance.
  • Experience with outcomes measurement and reporting.
  • Excellent communication and relationship building skills with an ability to prioritize, negotiate and work with a variety of internal and external stakeholders.
  • Prior experience supervising, coaching and mentoring a team of dedicated senior professionals.
  • Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills.
  • Immediate access to a vehicle with working seat belts, valid driver’s license, current auto insurance and acceptable DMV record.
  • Successful completion of drug screen, background check and physical evaluation.
  • Ability to travel regularly in and throughout regions in which services are offered.

Wage

$100,000 - 135,000/year + benefits. Actual wage is based upon level of education and experience.
