Winrock International is recruiting Chief of Party for its current USDA-funded Food for Progress Safe Aqua Farming for Economic and Trade Improvement (SAFETI) Project in Bangladesh.
This is a five-year (October 2016 - September 2021), $17 million project, designed to increase agricultural productivity by improving production and management of hatcheries and farms in the shrimp and prawn value chains to contribute to both improved incomes, food quality and safety, as well as to improve livelihoods and environmental sustainability in the Bangladesh prawn and shrimp industry.
The project is also designed to expand trade of agricultural products by improving handling and sanitary controls, reducing unnecessary layers in the value chain, promoting extension services, and building the capacity of trade associations and government trade promotion bureaus. Project activities are building capacity of smallholder producers and processors to improve their ability to meet international and U.S. food safety and quality standards for domestic and export markets; and improving and building an enabling environment for the use of quality, safe, and legal inputs and veterinary services. The Chief of Party position is based in Bangladesh and the candidate, after successful application and interview process with Winrock, is subject to USDA approval of the candidate.
The Chief of Party is the primary point of contact with the USDA Country Office and provides leadership, management, and technical oversight for all project activities and deliverables. S/he oversees project management systems for M&E, finance and administration, logistics, human resources and strategic operation. S/he ensures the completion of time reports, evaluation, analyses, assessments, and deliverables that meet Winrock and USDA quality control/assurance standards and provides hands-on guidance and support to project activities and personnel.
QUALIFICATIONS AND BACKGROUND:
Minimum of 10 years of experience managing USDA or USAID funded agricultural projects of similar size and scope.
Demonstrated knowledge and experience in establishing recognized food quality and safety standards for aquaculture and poultry production and postharvest practices as well as experience in and working with private sector in agricultural development. Experience within or specific to Bangladesh is strongly preferred.
Proven record of achieving development impact in similar projects focusing on food safety and export quality standards in commercial agribusiness, service provision, market development and investment promotion.
Skills & Knowledge:
Demonstrated experience and leadership in the formation of market linkages, supply of technical assistance and inputs to smallholder producers, creating producer-market linkages, public-private partnerships and corresponding business/investment plans
Excellent leadership and communication skills
Excellent budget management skills for large, complex projects
