Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Senior Program Accountant for an upcoming USAID funded project supporting small and medium enterprises in Vietnam.
Winrock is seeking experts to design and provide technical leadership to activities that will support small and medium size enterprises (SME) in accessing and competing in domestic, regional, and international markets. Through its market-driven interventions the project will spur on and off-farm employment opportunities and incentivize investment in business service provision and market infrastructure. For all positions, preference is given to those with previous private sector experience and advanced degrees. All positions require fluency in English and local and/or regional experience. All positions are contingent upon Winrock International winning the award.
The Senior Program Accountant will be responsible for all accounting and finance activities. Responsibilities include: prepare vouchers and posting transactions into QuickBooks; quality control and compliance assurance; maintain accounts payable, receivable and travel advance log; prepare monthly, quarterly and annual financial reports in collaboration with the US home office staff; prepare monthly, quarterly and annual budget, budget modifications and variance analysis; handle Tax Filing, Personal Tax Income submissions for employees with local authorities; review receipts for all expenditures including preparing vouchers and financial supporting documents and filing; review project expenditures and preparing monthly budgets/wire requests; assist in preparing other reports as required by the donor agency and local authorities.
Must be familiar with USAID financial practices and regulations and reporting requirements
Must have at least 8 years of experience in accounting
BA in relevant area
Vietnamese and English language skills
Detail oriented, team player, work well under pressure, meet deadlines.
