Position Summary

This position (responsibilities are dependent on category/grade level) provides engineering and technical support to the District’s dam safety/EAP supervisor and Power Production’s, engineering, operations and maintenance staff; leads and manages outside engineering and technical consultants and resources; coordinates with outside agencies to ensure that all pertinent District dam safety regulatory requirements are met or exceeded. This includes the requirements outlined in the District’s Owner’s Dam Safety Program (ODSP), Emergency Action Plans (EAPs), operations related regulatory compliance, public safety and District safety initiatives.

This position also implements, oversees and updates (as needed) the District’s Dam Safety Surveillance and Monitoring Plans (DSSMP) and prepares annual Dam Safety Surveillance and Monitoring Reports (DSSMRs). Project responsibilities may also include engineering and contract management for maintenance and construction projects at the District’s power production facilities.

In conjunction with the dam safety/EAP supervisor, this position interacts and coordinates with the Federal Energy Regulatory Commission’s (FERC’s) Portland Regional Office and D2SI (Washington, DC FERC dam safety) office in matters related to dam safety, public safety and project operations. This position will coordinate with other District personnel as needed in reviewing and determining the appropriate responses and that the original documents and correspondence are appropriately filed in the District’s records repository.

Job Responsibilities

  • Ensures all dam safety related instrumentation; surveillance and monitoring and regulatory compliance matters are completed or addressed in a timely manner.This includes dam safety related surveillance and monitoring, instrumentation, Part 12D Independent Consultant Inspections and Reports, managing dam safety engineering consultants, dam safety training for District staff and maintaining outside contacts with others involved in the hydroelectric and dam safety industry.

  • Under the direction of the dam safety/EAP supervisor, ensures successful and timely fulfillment of Emergency Action Plan (EAP) requirements including periodic updates of EAP documents, preparing and implementing EAP related exercises (annual drills and table top exercises; periodic functional exercises) and related training events.

  • In conjunction with the dam safety/EAP supervisor, ensures the dam safety department establishes and maintains relationships with others involved in Emergency Management, including other utilities, emergency management agencies, emergency responders, law enforcement and local, state and federal emergency management agencies.

  • Under the direction of the dam safety/EAP supervisor, ensures that engineering designs and decisions made by the District (under the position’s direction) provide for safety of the public and employees through appropriate safety components: design, design reviews and construction safety reviews.

  • Actively participate in all aspects of the District’s safety program, including but not limited to:

    • Following all safety policies and procedures;

    • Alerting supervisors and coworkers to unsafe or hazardous working conditions;

    • Reporting any safety incidents or close calls within 24 hours to your supervisor; and

    • Accepting feedback from supervisors and coworkers regarding your own safety performance.

  • Promote safety to all team members and model safe behaviors by:

    • Clearly defining and completing performance-focused safety activities required of you and your team.

    • Supporting work stoppages by employees when they identify unsafe/hazardous working conditions.

    • Acknowledging compliant safety behaviors and good safety performance from members of your team(s).

  • Where called upon by the dam safety/EAP supervisor, works with the District’s Security Team to ensure that FERC requirements for facility security are met and that annual inspections, communication and correspondence between the District and FERC are timely and compliant.

  • Where requested, assists other District departments in matters relating to FERC correspondence, permitting, license issues, etc.

  • In conjunction with Natural Resources (Project Lands), supports the maintenance and updating of the Public Safety Plan components (signs, fences, barriers) in the restricted access zones around the dams and ensures that the Public Safety Plans are updated as needed.

  • Assists other departments in the resolution of problems arising from daily work activities.Work with consultants, contractors and other contract personnel.

  • Provides budget requirements, scheduling and management of projects.

  • Performs, and assists other engineers with, work orders, budgeting, contract preparation, and purchasing, accounting and technical information.

  • Promotes team work between departments and divisions.Attend and participate in the Power Production staff meetings regarding scheduling and work load.

  • Participates in national dam safety organizations (e.g. ASDSO, USSD, CEATI, etc).

  • Demonstrates commitment to Grant PUD’s mission, vision, values, strategic plan and Vision 2021.The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.

  • Understands and adheres to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

Educational Requirements:

B.S. or B.T. in Mechanical or Civil Engineering.

Experience/Licensure:

Engineer I, II and III – Two to three years of engineering experience. EIT preferred but not required.

Engineer IV - Five or more years of industry related engineering experience; preference is for experience specific to dam safety and/or hydropower engineering. Professional Engineer’s license preferred but not required.

Knowledge and Skills

  • Ability to communicate clearly with others both in writing and orally.

  • Ability to organize and conduct meetings.

  • Ability to lead/supervise others.

  • Proficient in scheduling, estimating materials and manpower and tracking project tasks.

  • Ability to work without direct supervision; ability to work under pressure.

  • Ability to plan, schedule and accomplish a variety of tasks concurrently.

Special Requirements

A valid Washington State Driver’s License is required.

Physical Requirements

Duties are performed in an office environment and in various field locations. Must be able to travel by various modes of transportation to remote sites and manufacturing locations.
