Assertive Professionals is in search of a Lead Business Analyst to provide support to NGA's Office of Program Performance Management and activities that include performance-based management measurement, budgeting, internal control, and lessons learned functions directed toward ensuring and improving NGA strategic performance. Serves as a member of a team that: • Assists the government with Program Performance Management (PPM) operations. • Supports the Government in monitoring and coordinating program performance issues. • Supports government representatives at meetings. Duties include: The Contractor shall: · Quality assure all Program Performance Management (PPM) information and deliverables. · Accomplish NGA’s annual performance measures review per oversight guidelines, task instructions, and review completion timelines. · Accomplish program performance measures design, development, testing, and implementation activities for NGA and the NSG that support senior leader and oversight authority performance measurement priorities. · Analyze, interpret and report on measured performance data change signals and results for leadership decision support. · Accomplish measured performance results reporting per NGA senior leader and oversight guidelines, task instruction and reporting timelines. · Collaborate with the Financial Management Directorate to integrate PPM information into Intelligence Planning, Programming, Budgeting, Execution/Evaluation (IPPBE) products. · Orchestrate NGA-wide development of program year Expected Accomplishments (EA) and integrate the EAs into IPPBE products per oversight guidelines, task instruction and IPPBE product delivery timelines. · Document finalized EAs in a report to ODNI per oversight guidelines, task instructions and report delivery timelines. · Orchestrate NGA-wide development of annual Intelligence Program Budget Submission (IPBS) Expenditure Center (EC) performance summary tables per oversight guidelines, task instructions and IPBS delivery timelines. · Support IPBS Joint Review PPM requirements per oversight guidelines, task instructions and IPBS delivery timelines. · Orchestrate NGA-wide development of annual Congressional Budget Justification Book (CBJB) EC performance summary tables per oversight guidelines, task instructions and timelines. · Accomplish the NGA Program (NGP) Performance Mid-Year Review per oversight guidelines, task instruction and review timeline. · Accomplish the NGA Performance End-of-Year Review per oversight guidelines, task instruction and review timeline. · Brief senior leaders and other employees of PPM matters and issues, and provide PPM subject matter training as required. · Use available online applications and data environments (e.g., web pages, shared folders and work locations, Microsoft Office, Microsoft Visio, Metrics Portal, Performance Measurements and Reporting Tool, Microsoft SharePoint) to create, review and edit PPM data, information and products. · Create, update and maintain division PPM standard operating procedures (SOPs) and process documentation (e.g., work flowcharts and internal control/risk matrices). · Ability to work independently and as a team member under tight deadlines with changing priorities. · Experience in subject matter and methods of Organization Development such as, organization assessment, organization design, strategic communications, stakeholder engagement, leadership development, group/team dynamics, talent management, employee development and systems change. · Proficiency with spreadsheets, databases, presentations, media/graphics and word processing. · Facilitation, conflict management, briefing and public speaking skills. Master's Degree or higher in Organizational Development, Business Administration, or Management. -
12 years of general experience (academic degrees may be substituted for years of experience; 2 years of school = 1 year of experience) -
8 years of specialized experience (academic degrees may be substituted for years of experience; 2 years of school = 1 year of experience; for specialized experience, any academic degree substitution must match the career field of the required experience. Desired: - Relevant experience developing and managing experiential learning for groups of 10 to 250.
- Demonstrated understanding of the geospatial intelligence mission and its contributions to the IC.
- Project management, planning and development.
- Experience with Department of Defense and/or Intelligence Community clients.
- Understanding of the Power and Systems Organizational Change Methodology.
- Experience designing, testing and implementing strategic performance measures.
- Experience analyzing, interpreting and reporting on measured performance data change signals and results.
Qualified candidates will receive between $120,000 to $130,000 total annual compensation. |
