Description

The Customs and Border Protection (CBP) Forms Program supports CBP personnel, other agencies, and the general public by providing design, development and maintenance of CBP forms. The Forms Management Branch (FMB) administers the centralized forms program under which the official forms are designed, tested, validated, processed, approved, posted for use, maintained, and archived.

FMB manages and maintains the e-Forms application tool that is currently being used to design forms, share data, create workflows, and manage the electronic processing of information. The CBP Forms Program will evolve to a new application platform to allow for a more refined form design, workflow implementation, and data sharing mechanisms.

This CBP requirement resides in the Enterprise Services (ES), Office of Facilities and Asset Management (OFAM), Asset and Administrative Management (AAMD), Administrative Services Program Management Office (ASPMO), Forms Management Branch (FMB). The mission of the FMB is to support all CBP Offices with the creation and maintenance of government forms. Historically, CBP has converted forms from Microsoft Office products such as Microsoft Word to Adobe Reader Extension forms. In order to move towards an enterprise wide solution FMB is seeking to provide an e-Forms Management Solution.

Develop forms utilizing the CBP Forms Development Lifecycle methodology and ensure forms are developed in compliance with the CBP Forms Management Style Guide (Appendix A), procedures, and industry best practices.

Have experience managing and implementing a comprehensive forms conversion program that consists of managing the legacy environment, the testing environment and converting and deploying forms to the new platform.

Provide an implementation and integration plan for migrating forms from the legacy platform and the testing platform to the new environment/application. The implementation plan shall be used to effectively manage conversion scope, roles and responsibilities, conversion schedule, quality controls, risk mitigation, and other pertinent project measures and documentation required to successfully convert forms from one legacy platform and/or the testing environment to a new environment and ensure the new platform is fully functional and meets all requirements.

Have experience developing comprehensive project plans, including critical milestones, risk management, and meeting project stringent deadlines.

Executing the forms lifecycle as defined: Throughout the lifecycle, the Contractor shall document the lifecycle steps, comments, and other information in the CBP Form Management Tool. The forms lifecycle includes: requirement analysis, forms design, unit testing, Testing and user acceptance, quality assurance, customer approval, production ready/production and communication.

The QA Analyst/Application Designer shall be responsible for

  • testing forms design and workflow design against the requirement specifications.
  • using technical knowledge for extensive, hands-on work developing test plans, test scripts, and testing reports.

Position Requirements
  • Two (2) years’ experience in testing or quality assurance/configuration in the IT industry is required;
  • Two (2) years’ experience with Adobe, HTML, and SQL is required;
  • The experience listed above may be substituted with
    • technical training if an Associate’s Degree or higher has been earned, and one (1) year of experience in Adobe, HTML, and SQL and one year of experience in testing or quality assurance/configuration in the IT industry has been met.
