Chief Operating Officer

The Chief Operating Officer (COO) is responsible for overseeing all operational and administrative aspects of the organization, including day-to-day oversight of all programs and services. This position directly oversees the Regional Director(s), Director of People & Culture and the Philanthropic Outreach Manager.


Leadership and Management

  • Programs: Ensure quality, consistency and compliance of all programs and services by monitoring processes and procedures and increasing key impact measurements; maintain cost-effectiveness, stability and quality of program operations; develop cost-effective curriculum, tools, and training; oversee training for all staff, including the programmatic aspects of new hire orientation; lead and oversee quality assurance, audit and CARF accreditation processes; represent the organization at various meetings/conferences such as: California Disability Services Association (CDSA), Development Disability Provider Network (DDPN), etc.
  • Staff: Provide for all staff a strong day-to-day leadership presence; bridge state and regional operations and support an open-door policy among all staff; support and motivate organization’s staff.
  • Culture: Instill a human capital development and “coaching” culture within E&CO by cultivating the organization’s values; communicate the branded message internally and externally.
  • Human Resources: Enhance human resources functions including: training, development, compensation and benefits, employee relations, performance evaluation and recruiting; Lead the performance management process that measures and evaluates progress against goals for the organization.
    • Finance: Work with CFO in developing annual budgets and long-term financial plan; design and implement a Balanced Scorecard metric throughout the organization;
    • Technology: Oversee use and implementation of Program Data Management System; analyze the current technology infrastructure and scope out the next level of information technology and financial systems that support the growth of specific programs and the organization overall.
    • Development/Fundraising: In collaboration with the CEO, assist with the creation of annual development plan; prepare proposals, write grants.

Growth and Planning

  • Working in partnership with the CEO, create the strategic plan and implement new processes and approaches to achieve it.
  • Research and recommend effective growth initiatives; identify geographic growth opportunities and priorities; design and implement new programs and services.
  • Assist in establishing effective policies and procedures.
  • Build local funding sources and service infrastructures within local offices; manage contract growth.

Company Standards

  • Attend all required meetings and in-services.
  • Complete all required training.
  • Support fundraising activities of the organization.
  • Comply with all E&CO policies and procedures.
  • Conserve company resources.
  • Other duties, as assigned.
Position Requirements


The COO is thoroughly committed to the E&CO mission. Demonstrable experience and other qualifications include:

  • Relevant advanced degree with at least 10 years of management experience; ability to develop and operationalize strategies that take the organization to the next stage of growth.
  • Unwavering commitment to quality improvement programs and data-driven program evaluation.
  • Excellence in organizational management with the ability to develop high-performance teams, set and achieve strategic objectives, and manage a multi-faceted budget; superior staff development, interpersonal, time management and organizational skills.
  • Human resources, program management, and fundraising experience with the ability to engage a wide range of stakeholders and cultures; significant experience managing programs and services for adults with intellectual & developmental disabilities.
  • Thorough knowledge of community-based and integrated employment program strategies; knowledge of crisis management strategies.
  • Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills.
  • Ability to work effectively in collaboration with diverse groups of people.
  • Passion, integrity, positive attitude, mission-driven, and self-directed.

Other Requirements

  • Access to vehicle with valid driver’s license, current auto insurance and acceptable DMV record.
  • Ability to travel to all company locations.
  • Successful completion of drug screen and background check.


This position requires the employee to regularly stand, walk, sit, talk and hear. They must be capable of writing, using a computer keyboard, telephone and related office equipment. Ability to lift 10lbs. required.

The physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. $100,000 - $135,000 per year + benefits.
