Position Summary

To provide transmission and distribution system protection and control to ensure public safety, power quality, and reliability. The general function will be to direct and coordinate system protection and configuration. Responsible for NERC 693 reliability compliance and NERC reporting activities in coordination with other standards with a primary focus on PRC standards. Work with peers on developing load flow and transient studies. Additional function include reporting, protection, operational support to Dispatch, modeling of the BES electrical system, development of system operating limits and other WECC compliance activities.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Initiate coordination studies to assure that all protective devices are coordinated with each other and protect the equipment associated with them for the transmission and distribution systems.

Create and maintain an impedance map of the District's transmission system. Develop new impedance analysis of new and rebuilt transmission lines.

Establish professional engineering services contracts related to system protection. Manage those contracts, audit and approve invoices for the same.

Represent the District at regional meetings and neighboring utilities as required to solve interrelated systems issues. Negotiate solutions to technical issues with regional utilities as required. Be proactive and creative in marketing projects which represent the District's interests to neighboring and regional utilities.

Assure that Standard Operating Procedures are in place to assist Dispatchers with station switching during normal and typical problem scenarios.

Determine power quality criteria and monitor the system to assure compliance.

Provide assistance and training to crews as pertaining to system protection and system operational concerns.

Assist Dispatch in dealing with Electric System problems, as needed.

Coordinate with other staff engineers to establish specifications for major electrical equipment.

Complete or supervise short circuit studies and assure District equipment is operating within criteria as specified by the District or industry standards.

Ensure that District databases remain up to date as corrections and changes are identified in the course performing normal duties.

Supervise the review of work orders prepared by the Engineering Design Technicians and supervise the preparation of motor start letters to customers as required.

Develop design criteria for System Reliability, Guidelines for System Protection, Reliability Policy, and Power Quality.

Coordinate with Planning Engineers to provide assistance and backup in the completion of transmission load flow and stability studies, and evaluate the results for deficiencies or adverse effects to the District's interests. Identify the best economical/functional corrective measures and also recognize and discerned negative effects. Assist in negotiating mitigation as required.

Responsible for NERC 693 PRC Reliability standards. Coordinate and contribute to other standards as needed.

Educational Requirements

Bachelor’s degree, or equivalent, in Electrical Engineering. Professional Engineering License (PE) in the State of Washington preferred but not required. Five or more years with increasing responsibility in electrical utility transmission and distribution system protection, engineering, operational support and/or planning.

Knowledge and Skills

Knowledge of - power engineering principles, electric system operation and strong working knowledge and application of all system protective devices, relays and associated telecommunication equipment in use at the District; transmission and distribution system planning, maintenance practices, equipment specifications and performance limits; applicable codes, legislation, and standards such the NESC, NEC, NERC, NWPPA, WAC, RCW, IEEE, WECC and FERC; Microsoft Office, Aspen OneLiner, Aspen Line Constants, AutoCAD, AcSELerator Quickset, Synergi Electric, CDEGS, or other similar tools.

Skills in - demonstrating expertise with a minimum of 5 years experience with techniques, tools and accomplishments in system protection and at least one of the following transmission and/or distribution system functions: planning, operations, or design; communicating effectively both verbally and in writing; effectively presenting to District personnel in either internal or public settings; providing leadership and guidance in a team environment; developing and maintaining strong working relationships with colleagues, peers and all levels of management; demonstrating District Values in daily work practices

Special Requirements

A valid State driver’s license is required.

Physical/Mental Requirements

Majority of work is performed in a standard office setting, with some field work that may require operation of a vehicle.
