POSITION SUMMARY:

The Real Property administrator position provides support to the Real Property Office, 35th Civil Engineer Squadron, Misawa AB, Japan. The administrator will support internal operations to ensure quality assurance of its products and services, with a focus on the facility inspections, facility folder filing and updating, and database input and management. As well, the admninistrator will review all facility folders to ensure completion and accuracy to meet current Air Force inspection and audit requirements of the Financial Improvement and Audit Readiness (FIAR) initiative.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:

• Tasks require knowledge of federal, Japan and/or local regulations and statutes, Air Force and DoD regulations and other documentation.
• Expertise and capability to use the ADP systems utilized by AFCEC and its customers in support of the job requirements, supporting Misawa Air Base.
• Assist in the dissemination of information gained on a project or program specific basis to all Air Force programs. The base-level systems used include ACES, BUILDER, IWIMS, and Tririga, in addition to SharePoint filing systems utilized by 35 CES.
• Store, transmit, evaluate and/or present data generated in support of the AFCEC mission. Data will be stored on the 35 CES SharePoint databases and the central storage at AFCEC Pacific.
• Perform data collection in support of AFCEC’s programs. Collect data on services AFCEC provides to its customers. Analyze and report on findings.
• Maintain databases for specific project tracking. Collect the data and compile it into files compatible with AFCEC standards.
• Assist in documenting program files, organizing files and providing administrative support, such as filing minutes of design and construction meetings.
• Assist government personnel to perform QC oversight of inspections, assisting in completion of inspection reports for completed inventories and maintaining and updating computer and hard-copy files of inspections.
• Provide deliverables resulting from the technical review of non-GEITA contractors’ work product, including site data, analytical data, and reports. This involves maintenance of a 5-year physical cyclical inventory/inspection plan for installation facilities. Utilize ACES-RP (Real Property) to maintain and update installation facility records, including correction of discrepancies discovered during records review and inspections, and to run monthly inventory detail listing (7115 report), providing updates to identified Air Force customers. Maintain journal log of all changes to Real Property Records and issue change reports to identified 35 CES personnel on a monthly basis. Maintain and update hard-copy facility folders for all installation facilities. All existing hard copy facility folders must be converted to six part folders (provided by the government) and meet filing and content required to pass the Financial Improvement and Audit Readiness (FIAR) initiative.

REQUIREMENTS AND QUALIFICATIONS

• Bachelor’s Degree from an accredited school in a related discipline
• Minimum of 0-5 years of directly applicable technically related experience since receiving degree required.
(Eight (8) years directly related experience in the subject field can be substituted for a Bachelor's Degree. Four (4) years’ experience and an Associate's Degree in a directly related subject can be substituted for a Bachelor's Degree)
• Minimum of two years’ experience directly supporting project-level management of electrical infrastructure projects at a military base.
• Expertise and capability to use the ADP systems, ACES-RP (Real Property), and base-level systems used to include ACES, BUILDER, IWIMS, and Tririga, in addition to SharePoint filing systems.
• Knowledge of computer software packages to include Microsoft Windows, MS Office, and Adobe Acrobat.
• Excellent verbal and written communication skills. Must be able to prepare graphical or tabular presentations of data, simple data interpretation, preparation of supporting material, etc.
