Position Location: Ephrata, WA or Beverly, WA

Position Summary

Responsible for entering and analyzing data to ensure completeness of all the financial aspects for the Operations functional area – operations and maintenance, capital and labor – and identifying areas of financial concern. The position reports to the Manager of AMO and Budgeting and works closely with the other Business Analyst supporting the Operations functional area.

Job Responsibilities

  • Develops and implements standardized reporting formats.

  • Coordinates and oversees the production of reports.

  • Ensures data accuracy and reliability.

  • Assists in the development of systems to capture financial, service and or quality information. May provide ad hoc data and reports.

  • May provide data interpretation.

  • Assist in achieving accurate and reliable data and reports for budgeting and actual reporting.

  • Assist with the development and maintenance of processes that maximize efficiency and are as consolidated as business dictates to create a streamlined process for budgeting for capital, operations and maintenance and labor.

  • Identify reports to automate and opportunities to standardized reports as much aspractical.

  • Analysis will include basic mathematical functions such as addition, subtraction, calculating percentages to more complex functions such as trending data and reviewing for anomalies.

  • Support the implementation of a financial improvement effort designed to achieve internal performance goals and meet all regulatory requirements.

  • Supports the training, implementation and monitoring of the budgeting and reporting process to achieve internal goals and performance objectives.

  • Supports the implementation of a comprehensive multi-year effort to enhance budgeting and financial reporting and performance through an improved budgeting and reporting process that includes effective administrative controls and processes, and increased accountability at all levels of the organization.

  • Supports the implementation of budgeting development and reporting continuous improvement processes that are initiated, managed, and implemented via cross-sectional, employee-based working groups as necessary.

  • Maintains consistent and proactive awareness of current regulations related to accounting and bond compliance regulations as well as best industry practices.

  • Develops relationships with Finance and Strategic and Financial Planning to develop consistent data requests, reporting requirements and timelines.

  • Effectively communicates goals, priorities, potential future initiatives, and performance to the Manager of AMO and Budgeting.

  • Develops professional and effective relationships at all levels of organization focusing on management within the Operations function area and its project managers within.

  • Maintains a high level of confidentiality regarding personnel issues and sensitive operational information.

  • Compose correspondence and develop reports and or proposals when needed or requested.

  • Assume other activities and responsibilities as directed.

  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

    • Following all safety policies and procedures;

    • Alerting supervisors and coworkers to unsafe or hazardous working conditions;

    • Reporting any safety incidents or close calls within 24 hours to your supervisor; and

    • Accepting feedback from supervisors and coworkers regarding your own safety performance.

Position Requirements

Educational Requirements

High School diploma or GED required. Minimum of two (2) year degree in Business Administration, Accounting, Finance, or related field required. Bachelor’s degree in Business, Economics, Finance or related field desired. Two (2) years of job related experience may be substituted for formal higher education.

Minimum Job Requirements

Requires one to two years of analytical, data management and reporting, computer / programming and or business experience. Two (2) to three (3) years’ experience specifically in the utility industry preferred.

Knowledge and Skills

Knowledge of – District’s Strategic Plan, policies and procedures; budget preparation and reporting processes; Microsoft Office Suite (Word, Excel, Access, Project, PowerPoint) Keyfile, File360, Maximo, and SSRS including the ability to run reports (The knowledge of Excel includes the working ability to use pivot tables); SharePoint and Microsoft Project including the ability to read and interpret schedules; office administration principles and concepts; public utility processes; personal computer skills that include word processing and spreadsheet; mainframe computer skills such as inquiry, data entry, and printer operation skills; electric utilities including electric transmission and distribution systems and generation.

Skills in – math and financial/budgeting reporting; developing reports and analyzing processes; developing and maintaining relationships with individuals across the utility for the purpose of clarifying expectations and processes, requesting data, exchanging information, obtaining approvals, and coordinating schedules; communicating and coordinating with all departments pertaining to budgeting and reporting needs, processes, performance, etc.; auditing data; inputting data associated with tracking performance metrics; using personal judgment, direction, tact, courtesy and patience; functioning effectively and coordinating/prioritizing a variety of tasks and assignments simultaneously; researching and abstracting information (and supporting data) in preparation for meetings, work projects and reports; working alone and in groups of diverse audiences; maintaining a high level of professionalism and composure under stressful circumstances; working effectively with others and having good interpersonal skills; communicating effectively; planning, report writing, coordinating and administering; problem solving and making sound decisions within defined levels of authority; getting programs moving; leadership, adaptability, flexibility and conflict resolution; ethical decision making; working independently; thinking strategically; influencing people.

Special Requirements

A valid State driver’s license is required.

Physical Requirements

Majority of work is performed in a standard office setting.
