Position Summary

Responsible for engineering activities in the Power Delivery Engineering Department including design, project management, and construction coordination for transmission based projects associated with the District’s transmission lines at both new and existing facilities.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Complete transmission engineering, design, project management, and construction coordination for transmission line facilities through 230 kV.

Work in a team environment to solve and build strong internal and external relationships.

Understand and adhere to transmission construction standards and requirements for materials and equipment at voltages through 230 kV.

Develop project budgets, cost estimates, schedules, and feasibility studies for transmission line projects.

Prepare, administer, and award contracts for materials, contractors, and professional services for transmission line projects.

Ensure that project management and construction coordination is used to effectively communicate and coordinate project status to District departments and stakeholders.

Accurately document and record project design information to assist in the closeout phase of District transmission line projects.

Provide technical support to District field crews, shop staff, and contract crews to support system reliability activities.

Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

  • Following all safety policies and procedures;
  • Alerting supervisors and coworkers to unsafe or harzdous working conditions;
  • Reporting any safety incidents or close calls within 24 hours to your supervisor; and
  • Accepting feedback from supervisors and coworkers regarding your own safety performance.

Educational Requirements

Bachelor's degree, or equivalent, in Electrical Engineering. Professional Engineering License (PE) in the State of Washington preferred but not required.

Two years of utility engineering experience is preferred.

EIT and/or Washington State PE certification is preferred.

Knowledge and Skills

Knowledge of - transmission, distribution and substation systems; basics for how to develop project budgets, cost estimates, schedules, and feasibility studies; engineering economic analysis, project alternative development, and project budget planning (preferred not required); project management and the elements used to manage projects; MS Project software; WAC 296-45 (preferred not required); transmission, distribution and substation operations (preferred not required).

Skills in - using PLS-CADD to evaluate existing or new transmission line designs (preferred not required); the development of project design criteria documents (preferred not required); applying the NESC to electric utility facilities (preferred not required); the successful completion of utility transmission line design projects (preferred not required); the development of plan and profile drawings (preferred not required); the successful acquisition of environmental permits, planning permits, and Rights-Of-Way easements (preferred not required); performing factory and field quality assurance inspections (preferred not required); Microsoft Office suite of products to help manage tasks and projects; working in an office environment and in various field locations; climbing, crawling, and working in both hot and cold weather conditions; working in and around physical hazards from energized equipment, construction areas, and loud working environments.

Special Requirements

A valid State driver’s license is required.

Physical Requirements

Duties are performed in an office environment and in various field locations. Must be able to travel by various modes of transportation to remote sites and manufacturing locations.
