Position Summary

This position will provide transmission and distribution system planning to complete and support goals defined in the District’s strategic plan. General function is load flow studies to support daily, next day, monthly and seasonal operations plans. The individual will also support completion of 2 year, 5 year and 10 year planning studies (planning horizon), and other studies, and analyses of the transmission and distribution systems. Additional functions include reporting, protection, and operational support to Dispatch; modeling of the bulk electric system (BES), development of system operating limits and other WECC compliance activities.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Perform system planning studies using computer based models. Develop long term and short term horizon plan for system planning. Identify anticipated load problems and prepare documentation as required to define the solutions for design purposes and review them with the System Engineering supervisor for inclusion in the capital budget and load forecast. Perform power system modeling analysis for next day, weekly, monthly and seasonal power system conditions. Perform contingency, voltage stability, and transient stability analyses. Review operational power system issues; review and develop associated mitigation plans to ensure the plans are viable.

Perform planned outage studies and develop associated mitigation plans to ensure the electric system can be operated safely and reliably during the outage. Provide outage coordination support, assist with facilitation and planning for complex outages, and provide information to aid Dispatch in operating the system.

Support Customer Load Growth: Ensure Systems provides necessary technical assistance to the Large Customer Care unit to support large industrial customer growth. This includes performing system impact and feasibility studies to determine customer infrastructure costs required for them to receive service as well as District infrastructure improvements required to support the new load.

For NERC/WECC standards ensure subject matter experts (SME) and process owners (PO) for unit functions where regulatory standards apply are abreast of all regulatory requirements and that processes are developed and maintained to meet technical and administrative components of compliance.

Develop and maintain system planning guidelines and standards to ensure that system growth delivers the high level of reliability identified in the District strategic plan.

Actively participate in all aspects of our safety and program, including but not limited to:

• Following all safety policies and procedures;

• Alerting supervisors and coworkers to unsafe or hazardous working conditions;

• Reporting any safety incidents or close calls within 24 hours to your supervisor; and

• Accepting feedback from supervisors and coworkers regarding your own safety performance.

Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

Educational Requirements

Bachelor's degree, or equivalent, in Electrical Engineering, preferably from an ABET accredited program. Professional Engineering License (PE) in the State of Washington preferred but not required.

One or more years with increasing responsibility in electric utility transmission and/or distribution system planning, engineering, protection and/or operational support.

Demonstrated expertise with a minimum of 1 year of experience with the techniques, tools and accomplishment of at least two of the following transmission and/or distribution system functions: planning, operations, protection, or design.

Knowledge and Skills

Knowledge of - Tools and methods used to accomplish transmission and distribution system planning and protection; NERC/WECC standards related to transmission planning, operation and protection; electric utility reliability principles, standards and methodologies.

Skills in - Using common office tools such as email, Word, Excel, Access, PowerPoint, SharePoint, etc.; documenting, improving, and maintaining transmission and distribution system planning processes and standards; communicating effectively both verbally and in writing; giving effective presentations to District leadership in either internal or public settings; contributing productively in a team environment; developing and maintaining strong working relationships with peers within the unit, peers across units within the District, and management; demonstrating District values in daily work practices.

Special Requirements -

Valid driver’s license for Washington State.

Physical/Mental Requirements

Duties for this position are primarily performed in an office environment. Must be able to travel to and from meetings, and occasionally to customer premises. For a full list of requirements, the applicant/incumbent should refer to the Physical Capacity Evaluation (PCE).
