About the Organization KMHS is Kitsap's nonprofit, designated community mental health provider for adults with acute and/or chronic serious mental illnesses, and children with serious emotional disturbances and their families. During 2016, KMHS provided services to more than 6,800 children and adults.

Plans, organizes, supervises, and participates in the activities and operations of the Facilities departments. This includes preventative maintenance programs, remodeling and repair projects, managing minor and major construction projects, urgent repairs, and upkeep of all non-structural properties. Coordinates safety and environmental health programs. Coordinates assigned activities with other divisions, contractors, outside agencies, and the general public.

Essential Duties and Responsibilities

  • Responsible for the management of all the buildings that KMHS owns, including commercial property and individual and apartment housing. Prioritizes and facilitates timely response to work requests that identify critical issues across all locations as well as managing routine maintenance and upkeep.
  • Communicates clearly to external and internal customers using the highest level of customer service.
  • Develops, recommends, and administers the Facilities budget, which provides for the routine preventative maintenance and other repairs of multiple large commercial buildings, multiple agency vehicles, and multiple housing locations. Forecasts additional funds needed for staffing, equipment, materials, and supplies. Monitors and approves expenditures. Recommends adjustments as necessary.
  • Work with the Housing Supervisor to ensure routine inspection for safety and general upkeep of properties is performed.
  • Directly manage and supervise the schedules of the facilities technicians. Provide for 24-hour emergency maintenance coverage for all properties. Schedule personnel for required agency training and other technical training as needed.
  • Implements an annual work plan for facilities maintenance. Meets with staff to identify and resolve problems. Plans, schedules, and assigns work activities and projects. Monitors work flow. Reviews and evaluates work products, methods, and procedures. As needed, participates with Facilities Mechanics and Technicians in the care, repair, and maintenance of facilities.
  • Maintain all facilities to current state, local and federal guidelines. Ensures that work methods comply with established health and safety regulations. Inspects facilities for compliance with codes, regulations, and accessibility requirements.
  • Supervise and coordinate special facility modifications, additions, remodels and design changes. Responsible for obtaining bids and proposals within specified guidelines. Perform the related quality control of modifications and supervision of contracted parties hired for completion of the tasks.
  • Provide project management of all new construction projects and advise directors of needed change orders, construction delays and other problems as they arise. Suggest corrective action and follow up on progress.
  • Prepare and maintain master list of new projects, including time requirements and cost estimates.
  • Ensures an on-going program for safety and environmental health. Serves on the Safety Committee. In cooperation with the Safety Committee, develop, implement and modify fire, earthquake and natural disaster plans and maintain said plans on regular and frequent basis.
  • Perform fleet vehicle purchase, maintenance and disposal.
  • Support and comply with KMHS Affirmative Action program.
  • Recruit, hire, and develop qualified staff. Establishes standards of performance for facility maintenance personnel. Works with employees to enhance their skills and abilities. Makes employment, transfer, promotion, recommendations to the Human Resources.
  • Identifies opportunities for improving service delivery methods and procedures. Reviews and evaluates new products, procedures, and equipment.
  • Oversees ordering and inventory and control of supplies, materials, and equipment used by the department.
  • Implements quality control and for repair and preventative maintenance programs.
  • Maintains up-to-date knowledge of trends and innovations in the fields of building maintenance, energy management, and repair and remodeling.

Position Requirements

Knowledge and Skills
The position requires a thorough knowledge of the operational characteristics of facilities and grounds in addition to the services and activities of a comprehensive facility operations program. Requires skills in analysis and evaluation of programs, projects, and operational needs. Requires a working knowledge of construction management principles and practices. Working knowledge of the budget preparation and administration process. Requires basic knowledge of the principles of supervision, training, and performance evaluation. Requires a working knowledge of pertinent codes and regulations affecting the structural integrity of facilities, including public access building regulations that ensure access the handicapped. Requires in-depth knowledge of the principles and practices of mechanical, electrical, plumbing, carpentry, equipment maintenance, custodial operations, and grounds to integrate the services and organize projects. Requires skill in organizing work and building a skilled team to respond to a high volume of service requests. Requires a working knowledge of safety and environmental health programs. Requires sufficient math skills to prepare cost estimates and evaluate budget line items. Requires sufficient human relations skill to organize and motivate a work team and to interface with staff and outside contractors. Requires language and writing skills to prepare reports and professional correspondence.

Requires the ability to plan, develop and maintain detailed administrative programs for the successful operation of the department. Must be able to use collaborative decision-making processes for development of projects and continuous operations improvement. Must be able to manage the work activities of diverse field and office staff in a manner conducive to efficient performance, high morale and department effectiveness. Must be able to establish harmonious and effective work relationships with management, staff and the public. Must be able to operate vehicles, equipment and tools used in maintenance and operations of facilities. Must have the ability to read, understand, and interpret plans, blueprints, and specifications for building and grounds projects as well as the ability to prepare cost estimates, write construction or equipment specifications, and prepare bids.

Physical Abilities
Requires the ability to function indoors in an office environment and outdoors engaged in work of a physically active nature. Requires the ability to maintain fitness to engage in moderate physical activity. Requires ambulatory ability to move to different work locations and to bend, stoop, climb, and reach to perform inspections. Requires arm, hand, finger dexterity to operate common tools used in building construction and maintenance, operate rolling stock, and use a computer keyboard and other office equipment. May require the ability to lift from floor, waist, or overhead, objects up to 75 pounds on an occasional basis. Requires the ability to wear a variety of protective equipment, work in areas with extreme temperature variation, and work in cramped or uneven spaces. Requires visual acuity to observe work sites, read written materials, blueprints, plans and schematics. Requires auditory ability to carry on conversations in person and over the phone, including the ability to project voice in noisy work settings.

Education and Experience
The position may require an Associate’s degree or equivalent with major coursework in construction technology, or a related field and 4 years increasing responsibility in construction, building maintenance and operations with 2 years of supervisory experience. Additional experience in construction trades may substitute for some higher education.
