NATURE OF WORK

 

This is responsible supervisory and administrative work in directing the activities of the Highway Maintenance Division of the Department of Public Works.

 

Work includes planning and organizing, evaluating and overseeing the construction, repair and maintenance of Town roads, bridges, drainage systems and related grounds and facilities.  An essential part of the duties of this position is assisting in developing a flexible and anticipatory organization which will provide cost-effective and customer-friendly delivery of quality services to the community; plus assisting in developing and utilizing the potential of each employee to successfully find new ways to deliver both the short and long-term needs of South Windsor consistent with the Town’s goals and objectives.

 

Work is performed under the general supervision of the Superintendent of Streets in accordance with prevailing policies and procedures.  Work is reviewed through conferences and reports for overall program effectiveness and efficiency.

 

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

 

Plans and organizes work to meet seasonal requirements, new and emerging priorities and in response to oral instructions or work orders from the Superintendent of Streets.

 

Reviews and modifies or approves monthly and bi-weekly work plans prepared by subordinate supervisors in the functional areas of street maintenance, and equipment repair.

 

Performs near-term and long-range planning for maintenance of streets and appurtenances, and replacement of equipment, taking into account changing traffic patterns, accident statistics, new technologies and relative costs.

 

Recommends employment, promotion, and discipline actions; evaluates personnel and administers Town personnel regulations and collective bargaining agreement for employees within Unit; and organizes and provides job and skill training consistent with the Town’s quality service goals and the development of cost effective, customer-friendly service delivery.

 

Oversees/mentors work of Associate Manager in the setting of work priorities, maintainer assignments and the evaluation of operations of the Town Garage performance; initiates or approves corrective actions or new operational policies, as required.

 

Coordinates project planning and implementation with Town departments, public utilities, State agencies and adjacent property owners and businesses; participates with planners and engineers I reviews subdivision proposals, solicits input from staff and Town departments in the preparation of vehicle specifications.

 

Prepares statistical and narrative reports of some complexity for the Superintendent of Streets and/or the Director of Public Works.

 

Reviews snow and ice control policies annually and recommends adjustments in routes, applications, equipment and service standards in general.

 

Responds to road maintenance emergencies as required.

 

Follows standard safety procedures and regulations.

Performs related work as required.

Position Requirements

REQUIREMENTS OF WORK

 

Associates degree in engineering science or business administration; seven years of experience in road construction and work, including four years of supervisory or lead worker experience; or any equivalent combination of training and experience which provides the following  knowledge, abilities and skills:

 

Thorough knowledge of the practices and techniques of public works maintenance and construction work.

 

Thorough knowledge of the materials, supplies and equipment used in public works maintenance, repair and construction projects

 

Thorough knowledge of the occupational hazards and safety precautions associated with public works  maintenance and repair projects.

 

Considerable knowledge of modern supervisory practices.

 

Ability to plan, coordinate, direct and supervise the work of crews and contractors consistent with the Town’s goals of establishing and maintaining quality community services through cost-effective, customer-friendly service delivery.

 

Ability to work from engineering plans and specifications, and to evaluate projects for adherence to specifications and deadlines.

 

Ability to read and follow oral and written instructions.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to use personal computer.

 

Ability to establish and maintain appropriate working relationships with outside agencies, contractors, other departments, subordinates and the public.

 

NECESSARY SPECIAL REQUIREMENTS

 

Possess a valid Connecticut Motor Vehicle Operator’s License, CDL, with air brake and tanker endorsements.

 

Competent person training in confined space and trenching and excavation or ability to obtain..

 

Ability to acquire Road Master Certification within three years of hire.

 

Ability to acquire Tree Warden Certification within three years of hire.

 

Ability to acquire  one of  the following within three years of hire ;Custom Grounds 3A Pesticide License  or R.O.W. Pesticide License or ASE Certification.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel, or operate objects, tools, or controls and reach with hands and arms.  The employee frequently is required to stand and talk or hear.  The employee is occasionally required to walk; sit; climb or balance; stoop, kneel, crouch, or crawl; and smell.

 

The employee must occasionally lift and/or move up to 25 pounds and sometimes lift and/or move up to 100 pounds.  Specific vision abilities required by this job include close vision, distant vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

 

While performing the duties of this job, the employee will often work in outside weather conditions.  The employee occasionally works near moving mechanical parts; in precarious places; and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration.  Noise level in the work environment ranges from quiet while in the office and moderately noisy in the field.

 

 
Salary Information $75,000 - $85,000 depending upon experience.
