About the Organization KMHS is Kitsap's nonprofit, designated community mental health provider for adults with acute and/or chronic serious mental illnesses, and children with serious emotional disturbances and their families. During 2016, KMHS provided services to more than 6,800 children and adults.

Description

PURPOSE:
Directly manage and supervise accounting activities in a manner that will maximize efficiency, accuracy, and compliance with department procedures and federal and state regulations. Support the Chief Financial Officer and act as Chief Financial Officer in their absence. Function in a manner that supports the delivery of services and service delivery programs.

RESPONSIBILITIES AND DUTIES:

  • Oversee all accounting functions. Keep staff informed of changes within the agency. Provide support and training to ensure highest level of accuracy and efficiency are achieved.
  • Develop, implement and maintain appropriate internal control systems and recording systems to ensure that KMHS meets all auditing and funding requirements.
  • Assist Chief Financial Officer in the preparation and implementation of the yearly budget.
  • Work with Chief Financial Officer to review and establish systems to manage agency contract and maximize revenues and contract compliance. Monitor contract compliance including monitoring and reviewing generation of the respective reports and billings to funding sources. Advise the Chief Financial Officer of any potential problems or noncompliance.
  • Complete month end closing and reconciliation processes. Assist in the preparation of timely agency financial reports for the Board of Directors, administration and respective program managers. Apprise Chief Financial Officer of any areas needing attention or further review.
  • Provide educational seminars on fiscal issues to clinical and support staff.
  • Assist in new program development and grant preparation including developing budgets, assessing "hidden costs" and advising Chief Financial Officer relative to the overall fiscal impact on the agency.
  • Maintain up-to-date knowledge of accounting, medical billing practices, purchasing, and related I.T. advancements.
  • Facilitate the completion of the agencies annual insurance renewal applications.
  • Review and monitor agency housing financial accounts. Work with Housing staff to insure accurate and timely financial reporting.
  • Assure completion of all agency tax reports and filing. Supervise or generate annual W-2’s and 1099’s.
  • Promote the enhancement of positive staff morale by facilitating timely response to problems and ensuring thorough and accurate internal communications.
  • Support and comply with the KMHS affirmative action program.
  • Substitute for the Chief Financial Officer, as requested.
  • Recruit, hire, and develop qualified staff including ongoing coaching and conducting performance appraisals.
  • In addition to the above, any other responsibilities appropriate to the position and not specifically listed in the job description.

Position Requirements

Masters degree in accounting, finance or related field preferred, bachelor’s degree required. Experience in a health care agency, with health care billing, preferred. At least 2 years experience in public accounting preferred. Demonstrated ability to think at strategic levels, and to work effectively as internal consultant. Strong leadership, management, mentoring and teamwork skills. Extensive knowledge of financial practices in a large non-profit agency, familiarity with applicable state, federal and local laws, extensive knowledge of computer based financial systems. Excellent computer skills, including at least intermediate skills in Excel, are required.
