Description
  • Work with IMS Chief and program staff to develop functional business requirements and design specification and convert user requirements to application designs and graphical designs/prototypes for review
  • Test, debug and refine the computer software and applications to meet user specification using latest .NET programming technology
  • Collaborate with peer to solve complex problems and resolve technological disagreement
  • Perform technical assessments and develop joint recommendations on technical decisions and key architecture to IMF program staff, key subject matter experts, and project team members
  • Develop architecture documents and artifacts as well as Agile Features / Stories
  • Develop and review business cases to team members
  • Develop and review technical statements of work, key presentations to all levels of staff
  • Research and introduce best practice frameworks/capability models for the existed environment that will control costs, provide higher quality and/or increase predictability
  • Address information security and federal web standards
  • Assist emergent user requirements, ad-hoc special reports for users, and cover all aspects of life-cycle software development
  • Work closely with the IMS engineers and system administrators to deploy or trouble shoot applications or patches
  • Work closely with end users on project development and implementation
 
Position Requirements
  • Minimum 3-5 years of experience in the all phases of Software Development Life Cycle (experience in designing and developing large web software systems is a plus)
  • Solid understanding of object oriented (OO) analysis and design principles and demonstrated proficiency/expert knowledge in OO design
  • Experience in ASP.NET Web Forms, ASP.NET MVC, Web API, XML/XSLT/HTML5/CSS3, AJAX, jQuery, Bootstrap, JavaScript
  • Knowledge of design of multi-tiered web-based systems
  • Proficiency with C# programming language and Entity Framework, ADO.NET
  • Proficiency with SQL Server 2008+ (relational database modeling, T-SQL scripting, indexes, stored procedures, functions, query optimization, report services, etc...)
  • Good knowledge of IIS and deploying applications on Windows Server 2008/2012 and Windows 7/8 platforms
  • Knowledge of 508 compliance in web applications
  • Experience with Atlassian products (JIRA / Confluence / Stash / Bamboo)
  • Must be self-motivated with ability to learn new technologies quickly and ability to perform tasks with little direction
  • Excellent interpersonal, communication and collaborative work skills
  • Must be able to successfully undergo a background investigation

Other optional skills of Interest:

  • Knowledge of mobile OS and app languages, including Android, iOS, Swift, C Object, and C#
  • Knowledge of machine learning algorithms and statistical analysis tools
