Mental Health Specialist/Utilization Management Specialist (Youth Inpatient Unit) 

About the Organization KMHS is Kitsap's nonprofit, designated community mental health provider for adults with acute and/or chronic serious mental illnesses, and children with serious emotional disturbances and their families. During 2016, KMHS provided services to more than 6,800 children and adults.

Coordinate the intake and treatment process for voluntary and involuntary admissions.  Work with the referring source on voluntary and involuntary admissions to assure timely and appropriate discharge.  Conduct individual, group, and family therapy for clients at the YIU. Work with third party funding sources to authorize payment for admitted clients, as well as oversee SBHO (Salish Behavioral Health Organization) and private funder discharge processes. 


  • Develop discharge plans for both voluntary and involuntary residents.  Work with the referral sources to assure that they assume appropriate responsibility for care.
  • Provide individual, group and family therapy services.  Maintain and submit complete, accurate, and timely records and documentation to meet regulatory, agency, and funding source requirements.
  • Complete initial intake assessment with medical provider; arrange after-care services for clients.
  • Obtain information from families regarding history, court involvement, finances or discharge planning.
  • Participate as a member of the multi-disciplinary treatment team in order to help develop and implement meaningful treatment plans for clients.
  • Provide clinical consultation and education to milieu staff as requested by Program Manager.
  • Complete and sign ITA documents for court and appear in court as needed.  
  • Routinely assess client safety including potential for harm of self, others or to unit property.  Recommend effective corrective action.
  • Participate in clinical collaboration during multi-disciplinary Clinical Meetings and Treatment Teams.
  • Conduct an ongoing review of clinical charts for compliance.
  • Coordinate with funding sources to ensure timely authorization of admissions. Participate in clinical reviews with funders for ongoing authorization of payment. Work with clinical staff to obtain pertinent clinical review data. Ensure deadlines for authorization extensions and discharge notifications are met.
  • Oversee SBHO and private funder discharge processes, including notification of discharge and expiration of authorization.  
  • In addition to the above, any other responsibilities appropriate to the position and not specifically listed in the job description.
Position Requirements

Master's degree in related field with two years appropriate clinical experience in providing services to youth and families; experience in therapeutic residential treatment setting highly preferred.  Substance Abuse Disorders treatment knowledge and experience necessary with certification preferred. Qualified as Child Mental Health Specialist.
