About the Organization KMHS is Kitsap's nonprofit, designated community mental health provider for adults with acute and/or chronic serious mental illnesses, and children with serious emotional disturbances and their families. During 2016, KMHS provided services to more than 6,800 children and adults.

Inpatient, residential, and outpatient treatment services offer evidence-based treatment, using trauma informed care to help people reach their recovery goals. Many community partners assure people receive behavioral health care in the right place, in the right way, at the right time. Improve access to comprehensive mental health services to inmates upon their release from jail to enable them to maintain meaningful community membership and reduce their risk of re-offending.


  • Conduct a mental health assessment of every inmate flagged as qualifying for services at KMHS, as well as a comprehensive substance abuse assessment on every inmate identified as qualified for services at KMHS and as having a co-occurring disorder.
  • If inmates are eligible for services, conduct an intake to promote and provide continued treatment while in and after release from the Kitsap County Jail.
  • Ensure consistency of screening for co-occurring disorders of inmates who qualify for services at KMHS.
  • Engage inmates in accepting treatment at KMHS upon release.
  • Provide Defense Counsel and Probation Officer with information to make release decisions that specifically address the needs of the inmate; assist in establishing special conditions of release that are realistic, relevant and meet the individual needs of the individual with the mental illness.
  • Work to minimize the stigma that corrections staff may harbor regarding mental illness and substance abuse.
  • Develop transition plans to maximize clients’ stability in the community, utilizing results of mental health and substance abuse assessments.
  • Ensure proper linkages to and continuity of services upon release and provide extensive coordination with the receiving treatment team at KMHS.
  • Involve all relevant professionals who will assist in carrying out the transition plan, including clients’ family members.
  • Take steps to ensure that inmates’ release to the community progresses in a gradual sequence of planned steps, integrate housing support services and provide with an arrangement for safe housing or shelter.
  • Facilitate a process to ensure eligible inmates receive public benefits upon their release.
  • Address safety issues for clients as well as staff who will serve these clients upon their release from jail.
  • Notify victims prior to offenders’ release from jail, consistent with applicable regulations.
  • Monitor inmates closely as release nears and modify transition plan as appropriate.
  • Provide population-specific COD group interventions onsite at KMHS, for clients immediately upon their release from jail.
Position Requirements

Master’s degree in counseling or a related social science required.  Experience and expertise working with chronically mentally ill clients in a forensic context is preferred, as is experience in the treatment of clients with co-occurring disorders.  Registration in WA as a counselor or social worker, valid WA driver license and business-rated insurance required.
