Description

Job Purpose:

Communicates and provides guidance on human resource services, initiatives, and programs to customers. Manages daily activities in general Human Resources activities with moderate supervision required. Assists in the development of human resources policies, programs and practices and is responsible for implementation and administration.

Essential Job Responsibilities:

25% - Provides advice, guidance and technical support to organizational departments through on boarding, continual training and entire employee life cycle. Anticipates customer needs based on market, recruitment, legislative, and legal trends. Investigates, evaluates and makes recommendations regarding HR issues to include FMLA, Workers Compensation, Unemployment and other areas as needed. Proactively responds to customer requests in a timely manner. Adheres to internal controls and reporting structure.

25% - Collaborates with assigned personnel for the sourcing and recruitment for world class talent. Provides expertise throughout the hiring process from job posting to selection of final candidate by collaborating with sourcing professional to create effective recruitment campaigns. Collaborates with hiring managers to develop competency based interview questions. Verifies credentials of potential hires. Maintains knowledge of market conditions for business units. Identifies pay or HR policy issues that are a hindrance to hiring and/or retention efforts and notifies appropriate HR area to identify potential solutions. Maintains strong relationships with organizational leadership to ensure a clear understanding of direction and to stay on the cutting edge in matching applicants to organizational needs.

20% - Provides guidance to customers regarding employee discipline issues. Interprets Human Resources policies and procedures, working with institutional leaders and management. Consults with managers on appropriate disciplinary actions and conducts internal investigations regarding cases of retaliation, discrimination, fraud and abuse and harassment.

15% - Performance of Benefits Administration. Be knowledgeable in all processes and procedures in regards to benefits administration. Provide customer service support as well as participating on projects and marketing initiatives. Responsible for the development and maintenance of department policies and procedures, retirement and benefit interpretation. Work with Payroll and Accounting in maintaining Human Resources policy and procedure that relate to benefits administration. Audits monthly invoices for accuracy and continuation of benefits. Increase employees’ understanding and participation in benefit programs as needed, and to educate employees regarding the value of our mandatory and supplementary retirement plans through on-boarding.

10% - Perform administrative duties in a timely and accurate manner:

  • Respond to phone calls and emails within 24 hours.
  • Maintain and secure employment applications and resumes.
  • Produce and distribute reports as required/requested.
  • Attend all staffing and department meetings.
  • Dispose of stored applications in accordance with Record Retention Policy.
  • Special projects as assigned.

5% - Obtains and analyzes market data to determine internal equity and market competitiveness. Works with department leadership regarding the creation of new positions and the evaluation of multiple positions in a job family.

 
Position Requirements
  • Bachelor’s degree in Human Resources or Business Administration preferred or equivalant HR experience (minimum of 4 years). HRCI/SHRM certification preferred.
  • 4+ year’s human resources experience required.
  • Must have valid/current driver's license with clear record.
  • Must have daily use of a vehicle without prior notice.
  • Must pass full criminal background check/clean record.
  • Ability to communicate clearly and effectively via oral or written means. Ability to present a friendly and positive demeanor to applicants, staff, external recruiting sources and the general public. Ability to make oral presentations.
  • Ability to remain calm and maintain self-control in the midst of difficult circumstances and emergencies. Ability to respond in a professional manner in all situations.
  • Proficient knowledge of Microsoft Office; Strong internet research skills; Knowledge of HR Database a plus.
  • Ability to create and design effective recruiting and advertising materials. Ability to think conceptually.
  • Ability to set work priorities and to evaluate and create solutions to work related problems. Ability to think analytically and evaluate the impact of hiring decisions.
  • Ability to plan as much as 6 months ahead. Ability to keep various on-going projects organized and files maintained accurately. Above normal levels of concentration and memory required. Requires good time management practices and the ability to meet multiple deadlines.
  • Knowledge of best practices and HR laws. Knowledge of child development and/or social services a plus.
  • Ability to develop effective methods and materials for employee training.
  • Ability to communicate with applicants to determine eligibility and suitability for employment, with staff, recruiting sources and others over the telephone and in person.
  • Ability to input data into computer, complete paperwork, produce reports.
  • Ability to review and proofread documents to determine accuracy and needed support data.
  • Ability to move to other offices and areas of the building.
  • Ability to lift, stack, move, up to 25 pounds from varied heights.
  • Ability to drive safely and recognize hazards.
