POSITION TITLE: Deputy Chief of Party/Deputy Project Director
LOCATION: Various, Africa-based
UNIT: Forestry & Natural Resource Management
REPORTS TO: Chief of Party/Project Director
Winrock is seeking Deputy Chief of Party/Deputy Project Director candidates for anticipated upcoming environment-focused projects in Africa. Position is contingent upon receipt of donor funding.
Oversee day-to-day management of technical and administrative aspects of project implementation in coordination with Chief of Party/Project Director;
Coordinate activities across project objectives to ensure quality design and harmonization;
Supervise project technical and administrative staff, subcontractors, and short-term consultants to ensure effective project implementation across all deliverables;
Ensure appropriate implementation of the project strategy in compliance with USAID and Winrock rules and regulations;
Provide technical support and oversight to monitoring, evaluation, capacity building, and learning activities;
Support Chief of Party/Project Director in preparation of annual work plans and progress reports and ensure timely submission to USAID;
Coordinate the inputs and activities of local and international partners, and monitor their technical progress;
Anticipate challenges in project implementation, identify solutions, lead the team in problem-solving;
Work closely with the M&EL Lead to ensure that project activities are being reported on in a timely and accurate manner;
Travel as needed to represent the project and to provide management and technical oversight, including local and international travel;
Other duties as assigned.
Skills, Knowledge, and Experience:
- Advanced degree in Forestry, Natural Resource Management, Agronomy, Environmental Policy, Earth Sciences, Governance, or relevant fields of study to the project.
- Minimum 7 years of professional experience with progressively increasing responsibilities and duties in work related to natural resource management, agroforestry, agriculture, climate change, community development, and governance, as well as an understanding of policy, economics, and market issues in these sectors.
- Proven experience managing technical components on large, complex donor-funded projects (USAID experience preferred).
- Technical and managerial experience in Africa is highly desirable.
- Demonstrated ability to work and coordinate with a wide variety of stakeholders including national and local government, donors, community-based organizations, think tanks and universities, and the private sector.
- Knowledge of the political, social, cultural, environmental, and development context of Africa.
- Technical understanding of forestry, agriculture, and climate change issues.
- Knowledge of USAID policies and procedures as related to project management preferred.
- Ability to diplomatically supervise staff and coordinate projects with partners from a broad range of backgrounds and experiences.
- Fluency in written and oral English required, fluency in written and oral French and/or Portuguese desirable.
