Environmental Specialist

Redhorse Corporation is currently looking for an Environmental Specialist that will be based out of either our Northern or Southern California offices (San Francisco, Sacramento, or San Diego) to provide support to the Underground Storage Tank (UST) Program.

As part of this position, the selected candidate will interface with managers, consultants, and responsible parties to facilitate UST program improvements. S/he will use analytical methods and techniques in researching and examining a wide range of regulatory, environmental protection, and related administrative support issues and functions. As a result of these analyses, the employee will make recommendations to managers on how to resolve problems, propose approaches, or take some other course of action that promotes the accomplishment of the UST Program's objectives.


  • Act as liaison between oversight agencies, the State Water Board, and U.S. EPA in resolving challenging issues with Single Wall USTs.
  • Organize and attend meetings with UST Program stakeholders to address program issues and concerns.
  • Coordinate with the Office of Enforcement on tracking and leading case managers through the formal enforcement process.
  • Draft letters and notices to Responsible Parties (RP) informing them about funding programs available to address their single wall USTs.
  • Track delivery status of letters and notices issued, as well as deadlines for RP submittals.
  • Conduct online research to locate RP contact information and obtain information about site status.
  • Review files, ParcelQuest, and local regulatory agency files, to determine who can be considered a potentially responsible party (PRP) for single wall tank sites where the RP is unknown or difficult to reach.
  • Compile tracking spreadsheets and draft documents for outreach materials.
  • Develop progress reports and provide regular updates on program accomplishments.
  • Assist property owners and RPs with the preparation of funding applications.
  • Mine data from the State Water Board's California Environmental Reporting System (CERS) database on single wall USTs.
  • Obtain permit records from agencies on behalf of potential applicants.
  • Potentially review tank removal / tank upgrade quotes and bids that potential applicants have received from other contractors.
  • Plan logistics for 2-4 single-walled UST workshops. Redhorse may also co-present at these workshops.
Position Requirements

Minimum Basic Requirements for Skills, Experience, Education and Credentials include:

  • Bachelor’s degree in engineering, environmental science, geology or related field
  • One year of experience with similar work, including regulatory interaction experience
  • An understanding of the principles, practices, and theories of UST construction, monitoring and leak detection methods
  • Knowledge of the Resource Conservation and Recovery Act, Subtitle I, and of related regulations (e.g., Spill Prevention Control and Countermeasures, Clean Water Act, Oil Pollution Act, and RCRA enforcement and cooperative agreement authorities), policy directives, and guidance.
  • Knowledge and skill to evaluate and incorporate the latest developments in UST operations and compliance.
  • Ability to develop strategies to correct problems, coordinating with appropriate personnel and (where appropriate) determine the need for an environmental study of the problem.
  • Ability to analyze policies to determine long-term benefits for and impacts on UST Leak Prevention Program.
  • Ability to develop productive working relationships with the State and local implementing agencies.
  • Ability to effectively communicate policy, regulations, and technical issues with a variety of audiences both verbally and in writing.
  • The ability to communicate schedules, deadlines, issues on a regular basis to both supervisors and meet the reporting requirements for each entity.

Additional Preferred Requirements for Skills, Experience, Education and Credentials include:

  • Experience working with USTs
  • Current ICC Certification for USTs/ASTs
  • Current 40 hr. HAZWOPER Training

  • While performing the duties of the job, the employee is occasionally required to: walk; sit; use hands to handle or feel objects, tools, or controls; reach with hands and arms; balance; stoop; talk or hear.
  • The employee must occasionally lift and/or move up to 25 pounds.
  • Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • The work is primarily sedentary in nature with about 15 - 20% of the time being spent in the field and the remaining time will be spent in the office.
  • While conducting inspections in the field the inspector may be required to lift heavy covers or endure adverse weather conditions such as extreme heat.
  • While conducing field work the employee may be required to wear personal protection equipment, including head, eyes and ear protection, work clothes, safety footwear, and gloves.
  • The noise level in the work environment may vary from typical office background to noise found in working out in the field which can require hearing protection.
