POSITION TITLE: Health & Nutrition Technical Advisor
UNIT: Civil Society and Empowerment (CSE)

REPORTS TO: Proposal Lead, McGovern-Dole Food for Education & Director, Education and Empowerment

DURATION: Up to 14 days between October 16, 2017 and January 15, 2018

The McGovern-Dole Food for Education and Child Nutrition Program (McGovern-Dole) helps to support education, child development and food security in low-income, food-deficit countries around the world. Winrock is considering a bid for the anticipated multi-year McGovern-Dole Food for Education (FFE) Project and requires the guidance of a Health and Nutrition Technical Advisor. The advisor will provide background information and direction to the development of the program approach including, but not limited to guidance on commodities and products relative to USDA and the selected country; information on dietary guidelines; and overall health and nutrition guidance. The advisor will determine the commodity needs of the project to ensure that FFE project recipients are meeting caloric intake needs.


The consultant will work in close collaboration with the program team to research and form tactical strategies to reach the McGovern-Dole objective of reducing hunger and improving literacy and primary education, especially for girls. Specific tasks include:

  • Research on food commodity markets in selected country

  • Research on USDA commodity markets

  • Research dietary guidelines for children and expecting mothers

  • Analysis of research and reports to help inform Winrock's project

  • Other duties as assigned


  • Report on USDA selected country food commodity markets

  • Outline of commodity needs (to include per student caloric breakdown and per student commodity totals)

  • Draft of commodity management segment of proposal


Successful candidates will have strong experience in health/nutrition and commodity management; specific knowledge of USDA FFE and/or school feeding programs an asset.

Specific experience in at least two of the following is required:

  • Child nutrition

  • Maternal nutrition

  • Commodity management

  • School Feeding Programs

  • Livelihoods and economic development

Education: Advanced degree (Master's or higher) in Public Health, Nutrition, Food Science, Medicine or other relevant field.


  • Minimum 5 years of professional experience in health and nutrition, commodity management, food security or other relevant sector.

  • Experience and exposure to implementation of international development programs

  • Experience analyzing nutrition landscape of developing countries

  • Strong understanding of nutritional information systems, monitoring and evaluation

  • Familiarity with/knowledge of school feeding programs, education, commodity management required


  • Fluency in English required; additional language preferred

  • Demonstrated effective interpersonal skills and attention to details

  • Excellent written and oral communication skills

  • Ability to listen and incorporate feedback

  • Computer literate in word processing, spreadsheets, and presentation software (Microsoft)
