REPORTS TO: Proposal Lead, McGovern Dole Food for Education
DURATION: October 16, 2017 - January 22, 2018

LEVEL OF EFFORT: Up to 42 Days (336 hours)


Winrock International (WI) is a nonprofit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. The USDA McGovern Dole Food for Education and Nutrition (FFE) Program helps to support education, child development and food security in low-income, food-deficit countries around the world.

Winrock international is seeking a consultant to serve as a lead writer on the McGovern-Dole Food for Education Program. The consultant will be charged with conducting a capture trip (location TBD) and writing a compliant proposal.


  • Preparation for capture trip: review desk research on past FFE projects, participate in pre-capture design sessions, develop agenda for 14-21-day capture trip

  • Read solicitation, devise technical question for USDA, and help design a country targeting strategy

  • Conduct capture trip for up to 21 days to meet with key stakeholders and personnel and potential partners

  • Collaborate with WI Proposal Lead and team to write draft technical approach that is responsive to USADA solicitation requirements and addresses all evaluation criteria.

  • Address any comments and revisions required from the review of the draft technical approach and finalize for proposal submission

  • Other related responsibilities as may be required


  • Strategy for capture trip and capture trip agenda (agenda to include in-country stakeholder meetings)

  • Stakeholder analysis

  • List of key considerations from posted solicitation, including suggestions on country targeting

  • Participation in pre-capture design sessions

  • List of technical questions for USDA

  • Travel Report from capture trip - to include detailed notes from each meeting

  • Technical proposal drafts


Successful candidates will have strong experience in proposal development; specific knowledge of USDA FFE, school feeding programs and/or commodity management a plus.

Specific experience in at least two of the following is required:

  • Child nutrition

  • Maternal nutrition

  • Commodity management

  • School Feeding Programs

  • Livelihoods and economic development

  • Primary education improvement

Education: Advanced degree (Master's or higher) in international development, education, nutrition, project management or other relevant degree required.


  • Minimum 10 years of professional experience in proposal management and writing in international development in food security, educational access, capacity building, or other relevant sectors for rural, low-income populations.

  • 5 years' experience working on international projects

  • Familiarity with/knowledge of school feeding programs, child and/or maternal nutrition, education, commodity management

  • Demonstrated ability to build working relationships with key stakeholders


  • Fluency in English required; additional languages preferred

  • Demonstrated effective interpersonal skills and attention to detail

  • Excellent written and oral communication skills

  • Ability to listen and incorporate feedback

  • Computer literate in word processing, spreadsheets, and presentation software (Microsoft)
